Disputes over language policy are a persistent feature of the political life of many states around the world. Multilingual countries in the West such as Belgium, Spain, Switzerland and Canada have long histories of conflict over language rights. In many countries in Eastern Europe and the Third World, efforts to construct common institutions and a shared identity have been severely complicated by linguistic diversity. Indigenous languages around the world are in danger of disappearing. Even in the United States, where English is widely accepted as the language of public life, the linguistic rights of Spanish-speakers are hotly-contested. Not surprisingly, therefore, political theorists have started to examine questions of language policy, and how they relate to broader issues of democracy, justice and rights. This volume provides the reader with an up-to-date overview of the emerging debates over the role of language rights and linguistic diversity within political theory. It brings together many of the leading political theorists who work in the field, together with some of the most important social scientists, with the aim of exploring how political theorists can conceptualize issues of language rights and contribute to public debates on language policy. Questions of language policy are not only of enormous political importance in many countries, but also help to illuminate some of the most important debates in contemporary political theory, including questions of citizenship, deliberative democracy, nationalism, multiculturalism, identity politics, group rights, the liberal-communitarian debate, and so on. This Handbook provides a state-of-the-art account of research in language policy and planning (LPP). Through a critical examination of LPP, the Handbook offers new direction for a field in theoretical and methodological turmoil as a result of the socio-economic, institutional, and discursive processes of change taking place under the conditions of Late Modernity. Late Modernity refers to the widespread processes of late capitalism leading to the selective privatization of services (including education), the information revolution associated with rapidly changing statuses and functions of languages, the weakening of the institutions of nation-states (along with the strengthening of non-state actors), and the fragmentation of overlapping and competing identities associated with new complexities of language-identity relations and new forms of multilingual language use. As an academic discipline in the social sciences, LPP is fraught with tensions between these processes of change and the still-powerful ideological framework of modern nationalism. It is an exciting and energizing time for LPP research. This Handbook propels the field forward, offering a dialogue between the two major historical trends in LPP associated with the processes of Modernity and Late Modernity: the focus on continuity behind the institutional policies of the modern nation-state, and the attention to local processes of uncertainty and instability across different settings resulting from processes of change. The Handbook takes great strides toward overcoming the long-standing division between "top-down" and "bottom-up" analysis in LPP research, setting the stage for theoretical and methodological innovation. Language policies are political. They have political consequences as well as political origins. In State Traditions and Language Regimes, scholars from Asia, Europe, and North America shift focus from the consequences of language policies to how and why states make language policy choices. This shift, theorized through the concept of "language regime," inserts an urgently needed political science perspective into the current dialogue between sociolinguists, who research the societal effects of language policies, and political theorists of language rights, who analyze the normative implications of policies. New analytical tools drawn from comparative politics are showcased to analyze paths taken by different states in establishing language regimes, at times disrupted and redirected at critical junctures. This book argues that Brexit will wholly re-shape the legal framework and public policy norms relating to linguistic diversity that have dominated public life in the UK and the EU since the Treaty on European Union in 1993. First, Brexit de-anchors the linguistic actors engaged with sub-state nationalisms in the UK (in Northern Ireland, Wales and Scotland) from the ethno-linguistic imaginary of the so-called ‘Europe of the regions’. This strengthens the case both for the de jure recognition of English as the official language of the UK and for embedding autochthonous minority language rights and freedoms in a transformed UK constitution. Second, Brexit strengthens the normative case for English as the lingua franca of the EU, by reducing the injustices associated with the rise of English as the EU and global lingua franca. As language historians we believe that the subject of our study is neither natural languages nor idiolects which speakers have always been able to develop individually (loosely what Chomsky calls L-i), but rather the social constructions of reference shared by all speakers (basically what Chomsky terms as L-e ). In this context the language historian essentially studies how a public L-e is built such that it can be understood as the language of all (i.e. hiding L-i variations) and also how L-e succeed in replacing the primary reality of idiolects, even if only in the imagination. Writing represents a crucial turning point in language construction, because it made it possible to materialize the abstraction that, until then, related speakers could only guess and besides it comes into competition with individual languages. In modern centuries, the provision of grammars, dictionaries and other such learning tools and systematizing instruments strengthens the idea that, because of their normative character, languages can be learned through study. Mythical stories encourage the achievement of prescriptive rules and lead speakers to link emotions to their language. Therefore, the topics of reflection that we want to discuss in this volume are: Norms, Myths and Emotions related to language construction.
