This volume explores the way governments endeavoured to build and maintain public support for the war in Afghanistan, combining new insights on the effects of strategic narratives with an exhaustive series of case studies. In contemporary wars, with public opinion impacting heavily on outcomes, strategic narratives provide a grid for interpreting the why, what and how of the conflict. This book asks how public support for the deployment of military troops to Afghanistan was garnered, sustained or lost in thirteen contributing nations. Public attitudes in the US, Canada, Australia and Europe towards the use of military force were greatly shaped by the cohesiveness and content of the strategic narratives employed by national policy-makers. This thesis explores the issue of the utility of junior partners in coalition warfare in the post-Cold War era. It begins with the observation that the International Relations and strategic studies literatures are surprisingly under-developed on the issue of coalition warfare, in particular when it comes to exploring the relations between the coalition leader and the junior partners. This thesis challenges the conventional wisdom about coalition-building in the post-Cold War era. It argues that there are two distinct, albeit mutually reinforcing, causal paths to utility: the first is the standing of a state participating to the intervention, the second is the combination of integration and quality of its armed forces. In order establish this result, the thesis adopts a mixed-method approach, combining a crisp-set Qualitative Comparative Analysis (csQCA) conducted on 204 cases with detailed case studies of twelve states participating in four multinational military interventions after the Cold War. This core finding has two major consequences. First, in coalition warfare, the more is not necessarily the merrier. There is no linear relation between a junior partner's, participation to an intervention, and an increase of the legitimacy and/or military effectiveness of the said intervention. For the utility of a junior partner to be established, the conditions of standing and/or the combination of integration and quality must be met. Second, it is very rare to have a clear trade-off between military and political utility. In most cases, the two causal mechanisms leading to utility are simultaneous. These findings have important consequences for both research on alliances and policy-making.

La vague d’optimisme née dans les années 1990, qui avaient vu le lancement d’expéditions militaires tous azimuts, semble définitivement retombée. Désormais, une prise de conscience s’est imposée : les interventions militaires ne peuvent avoir qu’une ambition limitée et sont un outil à manier avec beaucoup de précautions, tant leurs effets sont parfois éloignés des objectifs qui leur avaient été assignés. Pour autant, les rapporteurs ne pensent pas que le désengagement extérieur soit une option. Ils en ont la conviction, la France continuera à devoir s’engager hors de ses frontières dans les années qui viennent. Pour cela, elle doit impérativement préserver l’excellence de son outil militaire. Ce formidable atout capitalisé au fil des années est aujourd’hui fragilisé. Il faudra résolument l’entretenir. Cela ne sera pas un choix facile, dans le contexte budgétaire que nous connaissons. Mais les récentes décisions prises par le Président de la République constituent un signal plutôt encourageant. Nos engagements passés l’ont bien montré, un outil militaire performant est un prérequis, ce n’est nullement un gage de succès sur le plan politique. Or, les conditions politiques des engagements extérieurs se sont aujourd’hui considérablement complexifiées. Pour cette raison, il est indispensable que la politique d’engagement armé de la France soit débattue et mûrie. Les rapporteurs ont souhaité contribuer à cette réflexion en proposant des critères pour guider la décision politique. Ils ont conscience que leur travail n’est pas définitif, et souhaitent que le débat puisse être poursuivi et élargi, en France et avec nos partenaires, en particulier européens.
