In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. The Commission agreed on its programme of work and adopted its autonomous budget for the year 2006. The GFCM elected its new Bureau

Networks and Marginality: Life in a Mexican Shantytown describes the life and survival of economically marginal or poor people in Cerrada del Cóndor, a shantytown of about 200 houses in the southern part of Mexico City. The field work is carried out between 1969 and 1971 using combined anthropological and quantitative methods. The living wage movement is considered by many to be the most interesting grassroots enterprise to emerge since the civil rights movement. Ten years after the first ordinance was passed in Baltimore, there are more than one hundred living wage ordinances on the books across the United States, and the movement continues to thrive and grow, despite increasing opposition. This book is not a simple celebration of the living wage movement, but a critical evaluation in which Stephanie Luce, a national expert on living wage campaigns, assesses the strengths and shortcomings of various campaigns and their resulting implementation. Although many local governments have been convinced to pass living wage ordinances, the movement has had less success in ensuring that these ordinances are fully realized. Some cities have consistently enforced their ordinances after passage. In other communities implementation is weak or nonexistent, and thousands of workers do not benefit from laws designed to ensure that they are paid a living wage. Luce provides in Fighting for a Living Wage the first serious examination of the reasons for implementation failure, as well as an analysis of the factors that lead to success. Luce argues that citizens can play a significant role in implementing and monitoring living wage policies, even where governments oppose the movement or are reluctant to enforce the laws in question. Luce finds that the nature of the campaign to formulate and pass policy can influence the likelihood of successful implementation. The problem of the general political inclinations of the petite bourgeoisie, and especially its relationship to fascism, is one of the major questions currently facing historians dealing with European society in the past one hundred years. Independent artisans have at best been seen as an anachronism in the industrial age. Often, they are regarded as the social basis of the fascist movements of the 1920s and 30s because of their supposedly reactionary class interests. Unfortunately, such sweeping analyses--by both Marxists and non-Marxists alike--have been based largely on one case, that of Germany. It is France however, that has been considered the pre-eminent nation of the petit bourgeois, and fascism had only limited appeal there. This is the central question Zdatny addresses in this book as he examines the social and political history of the archetypical petite bourgeois, the self-employed craftsmen of France.
