G. F. I: THE EUROPEAN BACKGROUND OF BRAZILIAN HISTORY. BRAZIL, which was discovered and colonized by the Portuguese, is sometimes called Portuguese America. As Portuguese America it is generally considered an ex tension of Europe, and in its main characteristics it remains Portuguese and Hispanic, or Iberian. It isalso Catholic, or a branch or variant of the Latin form of Christianity or civilization. But the facts that its origins are mainly Portuguese or Hispanic and that its principal characteristics are Latin Catholic do not make of Brazil so simple or pure an extension of Europe as New England was of old England and as New England was of Protestant or Evangelical Christianity in North America. For, as everyone knows, Spain and Portugal, though conven tionally European . states, are not orthodox in all their European and Christian qualities, experiences, and con ditions of life, but are in many important respects a mixture of Europe and Africa, of Christianity and Mo hammedanism. According to geographers the Hispanic peninsula is a transition zone between two continents; it is a popular saying that Africa begins in the Pyrenees a saying sometimes used sarcastically by Nordics. For eight centuries the Hispanic, or Iberian, penin sula was dominated by Africans. Arabs and Moors left their trace there. Though some of the modern Spanish and Portuguese thinkers ( like Unamuno) would have Spain and Portugal Europeanized with all speed, others ( like Ganivet) maintain that Spain and Portugal must look south, to Africa, for their future and for the ex planation of their ethos.

Michael Billig presents a major challenge to orthodox conceptions of nationalism in this elegantly written book. While traditional theorizing has tended to the focus on extreme expressions of nationalism, the author turns his attention to the everyday, less visible forms which are neither exotic or remote, he describes as `banal nationalism′. The author asks why people do not forget their national identity. He suggests that in daily life nationalism is constantly flagged in the media through routine symbols and habits of language. Banal Nationalism is critical of orthodox theories in sociology, politics and social psychology for ignoring this core feature of national identity. Michael Billig argues forcefully that with nationalism continuing to be a major ideological force in the contemporary world, it is all the more important to recognize those signs of nationalism which are so familiar that they are easily overlooked.

German nationalists and French republicans, communists and Catholics have all, in the course of history, embraced the piece. It was performed under the direction of Leonard Bernstein at a concert to mark the fall of the Berlin Wall, yet it also serves as a ghastly and ironic leitmotif in Stanley Kubrick's A Clockwork Orange. Hitler celebrated his birthdays with it, and the government of Rhodesia made it their anthem. And played in German concentration camps by the imprisoned, it also figured prominently at Mitterand's 1981 investiture. In his remarkable history of one of the most popular symphonic works of the modern period, Buch traces such complex and contradictory uses—and abuses—of Beethoven's Ninth Symphony since its premier in 1824. Buch shows that Beethoven consciously drew on the tradition of European political music, with its mix of sacred and profane, military and religious themes, when he composed his symphony. But while Beethoven obviously had his own political aspirations for the piece—he wanted it to make a statement about ideal power—he could not have had any idea of the antithetical political uses, nationalist and universalist, to which the Ninth Symphony has been put since its creation. Buch shows us how the symphony has been "deployed" throughout nearly two centuries, and in the course of this exploration offers what was described by one French reviewer as "a fundamental examination of the moral value of art." This volume offers a coherent analysis of the European Union’s security strategies within a comparative framework. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes.
