C'est en 1962 date de la première constitution que le Maroc entra dans une ère de monarchie constitutionnelle marquée par une certaine séparation des pouvoirs du fait de l'institution d'un parlement auquel sera dévolue la compétence d'édiction des lois. Il est vrai que les trois premières législatures ont connu des difficultés qui ont mené soit à leur interruption (1963-1965/1970-1971), soit à leur prolongement (1977-1984). Mais à partir des années quatre-vingt-dix on peut dire que les expériences parlementaires ont connu un progrès significatif de la pratique parlementaire. Cependant, le rapport entre gouvernement et parlement est incapable de nous renseigner sur la nature du régime politique. Etat d'exception, régime transitoire, exercice du pouvoir législatif par le roi sur la base de l'article 19. Législature après législature une réalité s'établira: la monarchie est presque "partie intégrante" du parlement. Devant l'hégémonie des pouvoirs royaux, que reste-t-il aux partis politiques? Ces formations qui ont en principe pour mission d'exercice du dit pouvoir. Comment les partis politiques marocains réagissent-ils à l'approche de chaque élection législative ou referendum constitutionnel? Comment s'organisent-ils à l'intérieur de l'enceinte parlementaire? Un principe démocratique veut que le parti qui a gagné les élections et qui dispose de la majorité soit amené à exercer le pouvoir, cette réalité s'applique-t-elle au Maroc ? Quelle est la politique menée par l'institution monarchique pour contrecarrer une quelconque tentative partisane susceptible de lui donner la majorité? C'est à toutes ses interrogations et bien d'autres qu'on tentera de répondre en étudiant une période relativement longue de l'histoire parlementaire marocaine (1956-2002).

In the postcolonial era, Arab societies have been ruled by a variety of authoritarian regimes. Focusing on his native Morocco, Abdellah Hammoudi explores the ideological and cultural foundations of this persistent authoritarianism. Building on the work of Foucault, Hammoudi argues that at the heart of Moroccan culture lies a paradigm of authority that juxtaposes absolute authority against absolute submission. Rooted in Islamic mysticism, this paradigm can be observed in the drama of mystic initiation, with its fundamental dialectic between Master and Disciple; in conflict with other cultural forms, and reelaborated in colonial and postcolonial circumstances, it informs all major aspects of Moroccan personal, political, and gender relations. Its influence is so pervasive and so firmly embedded that it ultimately legitimizes the authoritarian structure of power. Hammoudi contends that as long as the Master-Disciple dialectic remains the dominant paradigm of power relations, male authoritarianism will prevail as the dominant political form.
