Les atouts et le potentiel énergétique d'un pays accélèrent son processus de développement. Alors que, dit-on, l'eau, c'est la vie, l'électricité pour sa part est l'élément qui met en mouvement l'ensemble du système productif d'une économie. L'énergie est le moteur de toute industrialisation. Le Cameroun au cours des années 80 - 90 a connu une crise qui a conduit les institutions de Bretton Woods à l'astreindre aux Programmes d'Ajustement Structurel. Les secteurs de l'eau et de l'électricité n'ont pas été épargnés par le vent des PAS qui ont débouché sur un bilan négatif avec son lot de conséquences: crise de l'eau, crise de l'énergie électrique...avec des effets sur l'économie. C'est dans l'optique de relancer l'économie, qu'a été élaboré le DSCE qui est la boussole de l'action de l'Etat dans divers secteurs notamment les secteurs de l'eau et de l'électricité. La question qui a retenu notre attention est celle de la stratégie de redéploiement de l'Etat dans ces deux secteurs. Dit autrement, Comment garantir, une sécurité énergétique et un accès à l'eau potable qui assurent le développement du Cameroun, le maintien de la croissance et du niveau de vie des populations, la garantie d'accès à l'énergie et l'eau des populations démunies ? L'hypothèse principale autour de laquelle l'étude repose est que la stratégie de l'Etat camerounais pour pallier la pénurie d'eau et d'électricité s'inscrit dans une sorte de réajustement paradigmatique de la politique énergétique et de l'hydropolitique c'est-à-dire de révision de stratégie dans le secteur de l'eau et l'énergie afin de le maîtriser et évaluer sa performance sur l'économie du pays. La thérapie à cette problématique a permis la mobilisation des outils méthodologiques et théoriques notamme
