Cet ouvrage analyse la montée en puissance des enjeux de contrôle puis d’efficacité et de productivité dans la gestion des finances publiques de 1914 à 1967. à travers une micro-chronologie politico-administrative inédite, il étudie le développement de techniques de contrôle de la dépense, d’une part, et d’instruments de gestion, de l’autre. Secoué par deux guerres et une crise économique sans précédent, mobilisé en 1945 dans la reconstruction du pays après plusieurs changements de régime, l’état libéral se voit sommé de repenser la gestion de ses finances. L’ouvrage décrit les efforts d’élaboration d’un système rationalisé de contrôle de la dépense avant 1945, puis, après la Libération, l’émergence de dispositifs gestionnaires destinés à mesurer le rendement et les résultats de l’action des services publics. Il analyse comment le système financier public se trouve pris entre une rationalité juridique qui déploie toutes ses potentialités et une rationalité gestionnaire qui élabore ses premiers concepts et outils, l’une et l’autre concurrencées par la macro-économie. Il offre ainsi un regard neuf sur les phénomènes d’influence croisée entre secteurs public et privé. Brossant un vaste panorama des acteurs, institutions, techniques et savoirs au cœur du « système financier » de 1914 à 1967, ce deuxième volume poursuit l’entreprise d’une histoire du « gouvernement des finances publiques ».

Lancée en France en 1968, la rationalisation des choix budgétaires, dite RCB, constitue une séquence importante des politiques de réforme de l’État sous la Ve République. Elle est la première tentative d’une introduction généralisée du management dans la gestion des finances publiques. Croisant les approches d’historiens, de sociologues, de politistes et de juristes, cet ouvrage rassemble des enquêtes originales qui analysent les nombreuses dimensions de cette politique : la genèse et le développement des savoirs et des techniques de rationalisation des choix budgétaires ; le processus de réforme, les coalitions et les luttes de pouvoir au sein de l’appareil d’État auxquelles il donne lieu ; enfin, son institutionnalisation dans l’administration française, ainsi que les appropriations variées dont la RCB a fait l’objet dans les différents ministères. Ce livre est le troisième volume d’une série d’ouvrages sur l’histoire de la gestion des finances publiques au xixe et au xxe siècle. Le premier volume (1815‐1914) étudiait le développement intriqué d’un droit public financier et des premiers instruments gestionnaires lui donnant corps dans l’administration. Le deuxième volume (1917‐1967) mettait en évidence la figure dominante du contrôle, sous toutes ses formes, appliqué à la dépense et à la gestion des services publics. En étudiant les dynamiques de réforme rangées sous le nom de rationalisation des choix budgétaires, le présent ouvrage montre comment la RCB se situe à la charnière de deux périodes et de deux conceptions du pilotage de l’État central : celle de la planification et des instruments de programmation de l’action publique ; celle du management public et du développement des méthodes modernes de gestion.

Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes, most of which suggest an underperformance of governance reforms, and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The central theme of the book has been woven round the five French settlements in India with Pondicherry as their headquarters which France intended to retain even after Britain had quitted on 15 August 1947. France had neglected her Indian settlements over the years and finding a profound change in the attitude of her people after 1947, she tried to mollify them by introducing certain doses of administrative reforms which were unacceptable to them. Inspired by the events of the neighbouring subcontinent, they expressed their desire to identify themselves with their brethren across the border and demanded the merger of the settlements with Indian Union which was, quite naturally, rejected by France. The rejection was followed by the launching of liberation movement. Repressive measures unleashed by Pondicherry government proved ineffective. Along with this there was a strong diplomatic pressure exerted by New Delhi on Paris for withdrawing from the five pockets. France dithered and delayed the solution which further exasperated the people. Events in North Africa and Indo-China were also going against her. The stalemate continued for seven years until Pierre Mendès France came to power. Meanwhile Chandemagore was transferred to India by referendum. However, diplomatic parleys started at the initiative of the French Prime Minister broke the thaw and facilitated the path for peaceful merger of the four south Indian settlements with India. Thanks to the diplomatic efforts and the spirit of conciliation manifested by the two governments, the problem of the French Indian settlements was amicably resolved thereby opening an era of cordiality between the two countries.
