Terminata la campagna d'Abissinia, il Regime annuncia con grande enfasi la rinascita dell'Impero italiano. La posizione del Paese nel fragile equilibrio europeo si fa delicata, e il fascismo la radicalizza ulteriormente decidendo di intervenire in cruciali crisi internazionali: prima quella spagnola, poi l'austriaca e la cecoslovacca. Il bisogno comune di stabilità - con le nuove colonie percorse dalla guerriglia, una posizione diplomatica compromessa, le finanze provate per lo sforzo bellico - rimane inascoltato. Intanto nasce l'"Asse Roma-Berlino", vengono promulgate leggi razziali sul modello di quelle tedesche, l'Italia aderisce al patto anti-Comintern ed esce dalla Società delle Nazioni; il legame tra Duce e Hitler è sempre più evidente. Dal 1936, quattro anni soltanto segnano tutta la ripida china che ci ha condotti alla seconda guerra mondiale. Mentre il progetto del Terzo Reich sconvolge l'Europa, il miraggio di una vittoria facile e sicura convince Mussolini a schierarsi al fianco dell'alleato. Il 10 giugno 1940 l'imperativo "Vincere!" sancisce l'ingresso dell'Italia nel conflitto.
