Dal 1990 a oggi un'ondata di guerre civili si è abbattuta su singoli paesi e intere aree regionali: la Jugoslavia all'indomani della fine della guerra fredda, la Somalia, l'Africa occidentale e la regione dei Grandi Laghi nei dieci anni immediatamente successivi, il Medio Oriente, l'Africa settentrionale e l'Ucraina nel periodo più vicino a noi. Questa proliferazione di guerre civili ha attirato l'attenzione di decisori politici, operatori umanitari, giornalisti e, naturalmente, studiosi. Ma, allo stesso tempo, li ha convinti sempre di più a vedere nella guerra civile un fenomeno marginale, confinato una volta per tutte fuori degli spazi 'centrali' del sistema internazionale e associato a qualche forma di arretratezza economica, politica o persino culturale. Allargando la prospettiva oltre l'ultimo trentennio, il libro rovescia questa immagine. È sufficiente attingere all'esperienza storica, infatti, per constatare che la guerra civile costituisce un'esperienza centrale nella storia europea (e italiana). Attorno a essa ruotano alcune delle determinanti fondamentali dell'ordine politico: l'edificazione e la successiva implosione della distinzione tra 'noi' e gli 'altri'; la conseguente separazione tra ciò che è dentro e ciò che è fuori dall'unità politica e, quindi, tra politica 'interna' e politica 'estera'; la distinzione ancora più capitale tra violenza 'buona' e violenza 'cattiva', 'legittima' e 'illegittima', 'legale' e 'criminale'.

This book examines how the US is dealing with the challenge of reconciling its global interests with regional dynamics and how it is able to produce and sustain order at the system level and within regional subsystems. This volume presents essential aspects of Mediterranean politics to be reconsidered in the light of the Arab upheavals since 2010. In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy.
