In recent years, the EU and its member states have experienced a number of changes, as well as challenges, in the areas of politics, economics, security and law. As these areas are interconnected, changes and challenges to any of them have implications for the others, as well as implications for the populations and institutions of the EU or those coming into contact with its international power and influence. This edited collection focuses primarily on security and law, particularly the EU’s internal security strategy. The EU’s Internal Security Strategy, adopted by the Spanish presidency early in 2010, followed the Lisbon Treaty in 2009, building on previous developments within the EU in the Area of Freedom Security and Justice (AFSJ) policy. The focus of the EU Internal Security Strategy is to prevent and combat “serious and organised crime, terrorism and cybercrime, in strengthening the management of our external borders and in building resilience to natural and man-made disasters”. The Internal Security strategy intersects and overlaps with the European Union’s Counter-terrorism strategy, the Strategy for the External Dimension of JHA, and the EU’s Security Strategy. The role of and interaction between these strategies, their supplementing documents, and their implications for crime, victims, the law, political relations, democracy and human rights, form the backdrop against which the chapters in this collection are written. Building on original research by its contributors, this collection comprises work by authors from a wide variety of academic and professional areas and perspectives, as well as different countries, on a variety of areas and issues related to or raised by the EU’s Internal Security Strategy, from intelligence-led policing to human trafficking and port security. This book examines, from a wide variety of disciplinary perspectives including law, geography, politics and practice, both this further refinement of existing internal provisions on cross-border crime, and the increasing external relations of the EU in the AFSJ.

The collection is divided into five parts. The first part will examine the fundamental relationship between policing and security. Part two will examine the relationship between security and location. While a great deal of attention has been focused on airports and passenger air travel since 9/11, in part two we have decided to concentrate on another specific but less examined location, EU commercial maritime ports. The third and fourth parts of this collection focus on two particular types of crime as case studies, commercial/financial crime and human trafficking. The fifth and final part of the book examines the bigger picture, the relationship between the EU's internal and external security policy. Within each part, the contributors examine different, but overlapping, legal, political, practical and analytical cases, themes and issues.

The European Union (EU) is making strong inroads into areas of security traditionally reserved to states, especially into internal security, or Justice and Home Affairs. The Area of Freedom, Security and Justice (AFSJ), as it has been renamed in the Amsterdam Treaty, has seen significant policy developments since the late 1990s. In fact, there has been no other example of a policy-making area making its way so quickly and comprehensively to the centre of the treaties and to the top of the EU’s policy-making agenda. After major treaty revisions in Maastricht, Amsterdam, Nice, and, finally the Lisbon Treaty, which entered into force on 1 December 2009, as well as an increased political impetus through the European Council Summits in Tampere (1999), the Hague (2004), and Stockholm (2009), the area appears as one of the most promising policy fields for integration in the EU in the foreseeable future. This process has deepened even more significantly after the terrorist attacks on 11 September 2001 in the United States, on 11 March 2004 in Madrid, and on 7 July 2005 in London. This book is the first to analyse these hugely topical developments in European internal security at both the treaty and policy levels, as well as its implementation at the national level, from various disciplinary perspectives (political science, law, criminology, etc). This volume offers a coherent analysis of the European Union’s security strategies within a comparative framework. If the EU is to survive and prosper as an effective security actor, it requires that greater attention be devoted to taking a cohesive and common position on the relationship between EU foreign policy means and goals. The major claim of this edited collection is that there is a European grand security strategy that disciplines member state security strategies. That grand strategy has two distinct substantive goals: (1) the preservation and expansion of the EU system of security governance; and (2) the implementation of specific strategies to meet internal and external threats and sources of insecurity. The EU has sought to develop a grand security strategy that not only accounts for the proliferation of threats possessing a military or non-military character and differentiates between core and peripheral regions of interest, but also addresses the requirements to bridge the increasingly blurred boundary between internal and external security threats and the necessary reconciliation of the competing security preferences of its member states. The empirical contributions to this volume examine the EU security strategies for specific issue areas and regional threat complexes. These case studies assess whether and how those strategies have consolidated or expanded the EU system of security governance, as well as their successes and limitations in meeting the security threats confronting the EU and its member-states.
