Trois millions d’étrangers formant 7 % de la population totale : ainsi pouvait être évaluée en 1930 l’importance de la colonie immigrée en France. Ouvriers venant remplacer les morts tombés pendant la guerre de 1914-1918, réfugiés fuyant les révolutions, les dictatures et les persécutions raciales, riches étrangers avantagés par le change, artistes et étudiants attirés par le renom culturel de la France, de nombreuses catégories d’allogènes franchissaient les frontières. Les nouveaux venus étaient si nombreux et jouaient un rôle dans la vie économique sociale et même politique que leur présence ne pouvait passer inaperçue ; on les rencontrait dans la rue, sur les lieux de travail, dans les magasins, les églises, les stades... Les étrangers apparaissaient encore dans les articles de journaux, les discours parlementaires, les romans, les pièces de théâtre, les films. Le présent ouvrage, version abrégée d’une thèse d’histoire, s’appuie sur une documentation d’une ampleur impressionnante, ce qui lui permet d’analyser minutieusement et objectivement les réactions de l’opinion face à cette massive présence étrangère. L’écheveau des réactions individuelles et collectives, idéologiques ou affectives, exprimées par des mots ou des actes, est démêlé. Tour à tour sont étudiés les réflexes élémentaires, les observations plus approfondies suscitées par les étrangers, les comportements des divers groupes nationaux, patrons, industriels, agriculteurs, commerçants, ouvriers, milieux politiques et syndicaux, intellectuels, médecins, chrétiens... Les portraits types des principales nationalités sont brossés, les questions racisme et de l’antisémitisme font l’objet de développements particuliers. Les grandes fluctuations de l’opinion dans le temps et l’espace sont soulignées. Aux tensions d’immédiate après-guerre succèdent les craintes et les espoirs des années vingt, puis une forte pousse de la xénophobie dans les armées trente. Les événements mettant les étrangers en cause, crimes politiques, affaires d’espionnage, afflux des réfugiés demandant le droit d’asile, crises économiques, problèmes sanitaires, sont retracés. Plusieurs exemples régionaux significatifs sont mis en valeur et permettent de présenter une géographie de l’opinion. La question de l’immigration et les débats qu’elle entraîne sont d’une actualité brûlante. Il est donc particulièrement intéressant de voir comment, dans un passé encore proche, les Français, confrontés à une situation comparable, ont réagi. The exodus of refugees from Nazi Germany in the 1930s has received far more attention from historians, social scientists, and demographers than many other migrations and persecutions in Europe. However, as a result of the overwhelming attention that has been given to the Holocaust within the historiography of Europe and the Second World War, the issues surrounding the flight of people from Nazi Germany prior to 1939 have been seen as Vorgeschichte (pre-history), implicating the Western European democracies and the United States as bystanders only in the impending tragedy. Based on a comparative analysis of national case studies, this volume deals with the challenges that the pre-1939 movement of refugees from Germany and Austria posed to the immigration controls in the countries of interwar Europe. Although Europe takes center-stage, this volume also looks beyond, to the Middle East, Asia and America. This global perspective outlines the constraints under which European policy makers (and the refugees) had to make decisions. By also considering the social implications of policies that became increasingly protectionist and nationalistic, and bringing into focus the similarities and differences between European liberal states in admitting the refugees, it offers an important contribution to the wider field of research on political and administrative practices.
