Hay acontecimientos y figuras históricas cuyas vidas y logros han sido distorsionados y vilificados por las leyendas de ciertos sectores de la memoria colectiva hasta tal punto que la verdad histórica ha quedado oscurecida u olvidada, incluso cuando está respaldada por evidencia empírica. La Argentina de la década de 1930 era un país admirado, respetado, temido y envidiado por sus vecinos. A nivel cultural, por su grado de alfabetización, y a nivel económico, industrial y militar porque se hallaba a la cabeza no solo de Sudamérica, sino también de toda América Latina. La Argentina de aquel entonces era, como lo han afirmado autores argentinos y extranjeros, un país opulento. ¿Dónde está hoy aquel país? Al decir de Margaret Mitchell, "si queréis hallarlo, buscadlo en los libros de historia. Es una civilización que el viento se llevó". Tras intentos anteriores, en los que incluso abordaría comparaciones clásicas con otras experiencias nacionales, el autor retoma el tema del enigma o "misterio" argentino procurando llamar la atención sobre aspectos humanos, culturales, relacionales, internacionales, políticos, económicos y sociales que conforman una trama múltiple y lo hacen remontar a los orígenes formativos, el posterior aluvión inmigratorio, los logros y las transformaciones y convulsiones posteriores que concluyeron en una inocultable declinación, que hace tiempo no solo ha concitado la preocupación de propios, sino también, y en no pocos casos, de extraños "premios nobel, estudiosos, personalidades, literatos" que lo han registrado con expresiones aleccionadoras y también indelebles. Ello permite evocar un recorrido que conecte el arribo inicial y posterior de fragmentos o desprendimientos primariamente europeos, luego diversificados, y la evolución acaecida hasta una frustrante contemporaneidad, donde un pasado de inmigración ya ha conocido expresiones de lo opuesto.

At the end of World War II, Argentina was the most industrialized nation in Latin America, with a highly urbanized, literate, and pluralistic society. But over the past four decades, the country has suffered political and economic crises of increasing intensity that have stalled industrial growth, sharpened class conflict, and led to long periods of military rule. In this book, Paul Lewis attempts to explain how that happened. Lewis begins by describing the early development of Argentine industry, from just before the turn of the century to the eve of Juan Peron's rise to power after World War II. He discusses the emergence of the new industrialists and urban workers and delineates the relationships between those classes and the traditional agrarian elites who controlled the state. Under Peron, the country shifted from an essentially liberal strategy of development to a more corporatist approach. Whereas most writers view Peron as a pragmatist, if not opportunist, Lewis treats him as an ideologue whose views remained consistent throughout his career, and he holds Peron, along with his military colleagues, chiefly responsible for ending the evolution of Argentina's economy toward dynamic capitalism. Lewis describes the political stalemate between Peronists and anti-Peronists from 1955 to 1987 and shows how the failure of post-Peron governments to incorporate the trade union movement into the political and economic mainstream resulted in political polarization, economic stagnation, and a growing level of violence. He then recounts Peron's triumphal return to power and the subsequent inability of his government to restore order and economic vigor through a return to corporatist measures. Finally, Lewis examines the equally disappointing failures of the succeeding military regime under General Videla and the restoration of democracy under President Raul Alfonsin to revive the free market. By focusing on the organization, development, and political activities of pressure groups rather than on parties or governmental institutions, Lewis gets to the root causes of Argentina's instability and decline--what he calls "the politics of political stagnation." At the same time, he provides important information about Argentina's entrepreneurial classes and their relation to labor, government, the military, and foreign capital. The book is unique in the wealth of its detail and the depth of its analysis.

Los planes económicos de los gobiernos democráticos de Juan Domingo Perón-Isabel Perón y de Raúl Alfonsín son analizados sobre la base de los resultados en términos de crecimiento, inflación, déficit fiscal y distribución del ingreso. Las controvertidas reformas estructurales de 1989-1999 realizadas por el gobierno de Carlos Menem (privatizaciones, apertura económica, cambio en el sistema previsional, modificación en las políticas fiscales y desregulación de los mercados) son descriptas teniendo en cuenta los costos y beneficios para la sociedad. Asimismo, se analizan las causas de la caída de la convertibilidad durante el gobierno de la Alianza, las nuevas medidas de política económica del justicialismo y el kirchnerismo en los primeros años del siglo XXI y los efectos sobre las principales variables macro y microeconómicas que al comienzo generaron una gran expectativa en la sociedad, pero que, transcurrido el tiempo, fueron decepcionantes en términos de crecimiento económico, disponibilidad de servicios públicos (energía y transporte) y generación de empleos genuinos. Se analiza, además, el período más reciente y las principales políticas económicas llevadas a cabo por el gobierno de Cambiemos desde fines de 2015 hasta el final de su mandato y sus pobres resultados en materia de reactivación y crecimiento económico, generación de empleo, disminución de la tasa de inflación y reducción de la pobreza. Finalmente, se estudia la pobre performance que ha tenido la Argentina en el siglo XX y en las dos primeras décadas del siglo XXI, y se comparan estos resultados con los de países desarrollados y emergentes.

This book proposes an innovative conceptual framework to explore cultural organizations at a multilateral level and cultural mediators as key figures in cultural and institutionalization processes. Specifically, it analyzes the role of Ibero-American mediators in the institutionalization of Hispanic and Lusophone cultures in the first half of the 20th century by means of two institutional networks: PEN (the non-governmental writer’s association) and the International Institute of Intellectual Cooperation (predecessor to UNESCO). Attempting to combine cultural and global history, sociology, and literary studies, the book uses an analytical focus on intercultural networks and cultural transfer to investigate the multiple activities and roles that these mediators and cultural organizations set in motion. Literature has traditionally studied major figures and important centers of cultural production, but other regions and localities also played a crucial role in the development of intellectual cooperation. This book reappraises the place of Ibero-America in international cultural relations and retrieves the lost history of key secondary actors.
