Ce volume de la Nouvelle Histoire de Belgique vient clore la série en présentant une vue d’ensemble (de 1885 à 1980) de l’impact du Congo sur la Belgique. En 1885, deux destins se sont croisés : celui d’une petite nation européenne, la Belgique, et celui d’une vaste région de l’Afrique centrale. Cette rencontre a été d’une importance capitale pour cette dernière puisque de ce choc est né le Congo, une des principales nations africaines actuelles. Si beaucoup de choses restent à dire sur le destin, à maints égards tragique, de ce grand pays africain, notre attention s’est également portée sur l’autre protagoniste de cette histoire. Aussi curieux que cela puisse paraître, on s’est rarement penché sur les effets que l’aventure africaine a eus sur la Belgique. Il faut bien avouer que, hormis pour quelques spécialistes, la connaissance de la dimension africaine de l’histoire belge se résume bien souvent soit à des souvenirs personnels — pour celles et ceux qui ont participé à l’activité coloniale —, soit à des clichés et à des idées préconçues – pour les autres. Cette méconnaissance n’est évidemment pas étrangère à la passion qui imprègne régulièrement les réactions du grand public face à l’évocation d’événements historiques liés au passé colonial belge. Ce livre nous aide dès lors à répondre à des questions essentielles sur les relations belgo-congolaises. Quel impact l’aventure africaine de la Belgique a-t-elle eu sur sa position sur l’échiquier international ? Quel rôle le Congo (colonial et postcolonial) a-t-il joué dans la politique intérieure belge ? Dans quelle mesure la vie économique de la Belgique a-t-elle été influencée par sa colonie, puis par le Congo indépendant ? Un livre intéressant et documenté qui répond à des questions essentielles sur les relations belgo-congolaises. EXTRAIT La Belgique, jeune nation créée en 1830, participe à ce grand bouleversement. Dès le XIXe siècle, hommes d’affaires et missionnaires belges sillonnent la planète ; les premiers implantent des entreprises et exportent marchandises et capitaux, les seconds propagent la foi catholique. Toutefois, cette participation belge revêt aussi une dimension politique. La Belgique colonise de vastes régions au cœur de l’Afrique, bouleverse les sociétés qui y sont implantées depuis de nombreux siècles et crée une nouvelle entité politique appelée « Congo » – une entité qui, tant bien que mal et contre vents et marées, s’est maintenue jusqu’à ce jour. Religion in today’s Democratic Republic of Congo has many faces: from the overflowing seminaries and Marian shrines of the Catholic Church to the Islamic brotherhoods, from the healers of Kimban-guism to the televangelism of the booming Pentecostalist churches in the great cities, from the Orthodox communities of Kasai to the ‘invisible’ Mai Mai warriors in the brousse of Kivu. During the colonial period religion was no less central to people’s lives than it is today. More surprisingly, behind the seemingly smooth facade of missions linked closely to imperial power, faith and worship were already marked by diversity and dynamism, tying the Congo into broader African and global movements. The contributions in this book provide insight into the multifaceted history of the interaction between religion and colonization. The authors outline the institutional political framework, and focus on the challenge that old and new forms of slavery entailed for the missions. The atrocities committed at the time of the Congo Free State became an existential question for young Christian communities. In the Belgian Congo after 1908, more structural forms of colonial violence remained a key issue marking religious experiences. And yet, religion also acted as a bridge. The authors emphasize the role intermediaries such as catechists or medical assistants played in the African “appropriation” of Christianity. They examine the complex interaction with indigenous religious beliefs and practices, and zoom in on the part religions played in the independence movement, as well as on their reaction to independence itself. Coming at a moment when Belgium confronts its colonial past, this volume provides a timely reassessment of religion as a key factor.

This book challenges assumptions that poor post-colonial economic performance is always a direct product of colonialism by reconsidering the Belgian Congo (1908–1959) as a developmental state. The book demonstrates that despite the colonial system’s economic exploitation and extraction, brutality, excessive taxation, and inequities, the Belgian Congo achieved successes in developing the economy in a short period of time. The Belgian Congo was able to achieve this by investing its higher rates of fiscal revenue in political stability, physical infrastructure, education, and healthcare. By reconsidering the Belgian colonial state as a developmental state, this book encourages scholars to adopt a more nuanced analysis of African history. Considering state capacity and state autonomy as key features of a developmental state, the book demonstrates that colonial state managers in the Belgian Congo were able to supply these public goods that sustained economic growth for decades. Whilst by no means glorifying colonialism or the atrocities that were conducted during the Belgian occupation, the book nonetheless outlines how different forms of capitalism were deployed to further economic development in the country. In contrast, predatory state managers of the Congo Free State (1885–1908) and post-colonial kleptocrats (1960–2018) have squandered Congo’s natural resources with disastrous economic and social consequences. Contrasting the Belgian Congo with colonies of settlement and other colonies of extraction, this book encourages researchers and students to reconsider the dominant narratives within colonial history, development, and African Studies.

Belgium was a small, neutral country without a colonial tradition when King Leopold II ceded the Congo, his personal property, to the state in 1908. For the next half century Belgium not only ruled an African empire but also, through widespread, enduring, and eagerly embraced propaganda, produced an imperialist-minded citizenry. Selling the Congo is a study of European pro-empire propaganda in Belgium, with particular emphasis on the period 1908–60. Matthew G. Stanard questions the nature of Belgian imperialism in the Congo and considers the Belgian case in light of literature on the French, British, and other European overseas empires. Comparing Belgium to other imperial powers, the book finds that pro-empire propaganda was a basic part of European overseas expansion and administration during the modern period. Arguing against the long-held belief that Belgians were merely “reluctant imperialists,” Stanard demonstrates that in fact many Belgians readily embraced imperialistic propaganda. Selling the Congo contributes to our understanding of the effectiveness of twentieth-century propaganda by revealing its successes and failures in the Belgian case. Many readers familiar with more-popular histories of Belgian imperialism will find in this book a deeper examination of European involvement in central Africa during the colonial era.

“Vive la Sociale”: This rousing, revolutionary statement, written on a bright red banner across the top of James Ensor's Christ's Entry into Brussels in 1889, served as a visual manifesto and call to action by the Belgian artist (1860-1949), one that announced with an insistent, public voice the centrality of his art practice to the cultural discourse of modern Belgium. This provocative declaration serves as the title for this new study of Ensor's art focusing on its social discourse and the artist's interaction with and at times satirical encounter with his contemporary milieu.
