Ils avaient cru régner sans partage depuis que la paix était signée avec l'autriche, et que leurs intrigues pré paraient ou assuraient tout à la fois la soumission de la Hol lande et de la Suisse, l'annexion de la Savoie, l'abaisse ment du Pontificat Romain, que leurs lois imposaient silence à toute protestation de la conscience publique. Les élections d'avril 1798 (germinal an VI) furent l'occasion d'une pre mière désillusion. Livrées en général au seul parti jacobin, les assemblées électorales désignèrent beaucoup de fmanda taires appartenant à 'l'0pinion terroriste la plus avancée. C'était la résurrection des clubistes de 1798. Contre cette menace, le Directoire tenta de se défendre en faisant annuler, comme précédemment, la plupart des élections qui lui déplai saient (22 Floréal an VI). Ce nouveau coup d'etat dut ètre complété par des mesures pressantes vis-à-vis des ennemis extérieurs et inférieurs. Pour résister à la coalition étran gère qu'il voyait se former, et pour suppléer à la faiblesse de ses troupes, dont une partie importante avait suivi en Egypte le général Bonaparte, le Directoire fit voter en sep tembre 1798 la fameuse loi sur la conscription militaire. Pour réprimer ses compatriotes, le Directoire exigea deux lois l'une lui permettant de faire pratiquer des visites domi ciliaires et plaçant ainsi tous les citoyens à la discrétion du moindre agent de l'autorité (18 Messidor), l'autre prore geant son droit de surveillance illimité sur les journaux (9 Fructidor). Organized by the REHSEIS group (Research on Epistemology and History of Exact Sciences and Scientific Institutions) of CNRS (National Center for Scientific Research), the colloquium was held from 3 to 6 April 1990 in the UNESCO building in Paris. This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.
