Intanto, il Papa si barcamenava in una strategia prudente e attendista che, nell'intento di assicurarsi maggiori privilegi, condannò poi il Vaticano ad accettare compromessi sempre più pesanti, fino a rinunciare al controllo sull'associazionismo e l'educazione giovanile. Setacciando epistolari ed archivi per recuperare documenti inediti e rivelatori, Giovanni Sale riporta alla luce i retroscena di una lunga trattativa culminata nella firma dei Patti Lateranensi, ricostruisce le posizioni delle parti, ora dettate dal tornaconto, ora dallo sdegno, e dimostra l'astuzia di una strategia ben dissimulata che permise a Mussolini di impostare il fascismo come nuova religione di Stato.
