Héritière de grands royaumes (Kongo, Téké et Loango), la république du Congo, communément appelée Congo-Brazzaville pour la distinguer de son voisin, la RD Congo, est une ancienne colonie française dont la capitale, Brazzaville, fut également celle de l’ex-Afrique équatoriale française. Le Congo doit à cette phase de son histoire ses limites territoriales et sa langue officielle, le français. Au sortir de la période coloniale, dont les épisodes les plus durs ont été la conquête du pays sous l’égide de Pierre Savorgnan de Brazza, le régime des compagnies concessionnaires et la construction du chemin de fer Congo-Océan, la décolonisation s’est relativement opérée sans douleur. Mais les années qui ont suivi l’indépendance ont été marquées par une forte instabilité politique et une longue expérience « monopartite et marxiste », de 1964 à 1990, dont les conséquences sur l’économie et les mentalités perdurent. Bien que riche en ressources naturelles (pétrole, mines, eau, tourbière, forêts, etc.), le Congo peine à diversifier son économie, qui repose sur le secteur pétrolier. Pourtant, outre l’agriculture, le bois, les services et la transformation de ses matières premières, il peut miser sur le tourisme avec ses parcs animaliers et ses nombreux cours d’eau qui invitent au voyage. Sans oublier ses atouts culturels. N’est-il pas une terre d’écrivains, de musiciens, de peintres et de sculpteurs qui n’ont pas leur pareil pour décrire la beauté de ses paysages et la diversité de ses traditions ? Privatisation is supposed to bring about the retreat of the state. But what happens when the state privatises itself and even its core functions - tax collection, internal security, customs - are auctioned to the highest bidder? Does this imply a weakening of the state? Or, rather, does it lead to a scrutiny and control? The contributors to this work examine these phenomena in the former Second and Third World (Central and Eastern Europe, China and other parts of Asia and Africa) highlighting the very different ways in which continuing state interference and privatisation are implemented. What we are witnessing, according to this study, is not the eclipse of the state under the impact of globalisation but the end of the relatively short era of the development state and its commanding role. privatisation does not necessarily lead to a weakening of state control; it leads to new, and often more informal, forms of interference and influence, and it is these that are the book's central theme.

The mobilisation centred on the 2015 Paris Climate Conference (COP 21) is an opportunity to highlight the vulnerability of environments and populations in the South in the face of climate warming. Some tropical regions are already suffering from its effects, with heat waves in the Sahel, disturbances to monsoon systems, the melting of the Andean glaciers, threats to biodiversity, a rise in sea level and other features.
