Les réformes économiques lancées par Deng Xiaoping, après la mort de Mao Zedong, ont profondément changé la société chinoise. Elles ont, également, largement entamé l'isolement de l'ancien Empire du Milieu. Mais ont-elles favorisé l'évolution des institutions politiques et administratives de ce pays ? Rien n'est moins sûr. Pourtant, ce processus de réformes imposait au Parti communiste, et à l'ensemble d'un système où le politique, l'administratif, et l'économique avaient constamment été imbriqués, une profonde réorganisation. À la mort de Mao (1976), l'administration chinoise était à la fois trop centralisée, pléthorique, divisée et inefficace. C'est pourquoi l'adaptation de la bureaucratie communiste, aux réformes économiques et à la nouvelle orientation du régime, a - dès 1979 - constitué une des priorités de la coalition anti-maoïste dirigée par Deng Xiaoping. Cependant, obéissant à la tradition politique de l'Empire, Deng a beaucoup plus mis l'accent sur la refonte des équipes dirigeantes, que sur la rationalisation de l'administration et la mise en place d'un « État de droit ». Et, surtout, le rôle dirigeant du Parti communiste, à chaque échelon, pierre angulaire du système politique chinois, n'a pu que contrarier la mise en place d'une administration impartiale, honnête, décentralisée, obéissant à des règles juridiques, et susceptible de favoriser le règlement des conflits entre le pouvoir et la société. Bien que le plan de réformes des structures politiques, présentées par Zhao Ziyang en 1987, ait pu laisser espérer une certaine modernisation, sinon démocratisation de l'administration, il n'aurait pas fondamentalement remis en cause les fondements du système. De toute façon, les événements de juin 1989, ont momentanément suspendu ce processus. Et l'effondrement du communisme, en Europe de l'Est puis en Union soviétique, a conduit la direction du PC chinois à accroître son emprise totalisante sur l'administration, et les secteurs clés de l'économie. Mais l'urgence des problèmes économiques, politiques et sociaux, auxquels la Chine doit faire face, obligeront probablement les successeurs de Deng Xiaoping à mettre en chantier une réforme politique de l'administration, qui n'a - jusqu'à maintenant - pas même été esquissée.
