La communication dans la politique européenne tient un rôle crucial. Ainsi, de nombreux chercheurs de tout horizon se sont intéressés à la fonction et à la nécessité du dissensus en démocratie. La reconnaissance du rôle crucial de la communication dans la fabrique symbolique du politique a profondément nourri et relancé les études en communication publique. Elle les a ouvertes à une démarche transdisciplinaire très riche sur le terrain européen. De nombreux auteurs en philosophie politique, en sciences sociales, mais aussi en rhétorique et en argumentation se sont intéressés à la fonction autant qu’au fonctionnement du dissensus en démocratie. Suivant cette démarche, la confrontation a pu être reconnue comme le ciment même de la communauté politique. Mais les tensions entre consensus et dissensus n’en demeurent pas moins vives. À la lumière de celles-ci, le présent volume des Cahiers PROTAGORAS propose alors d’explorer et d’interroger les voies ambiguës de la communication publique et politique européenne. Les articles rassemblés dans cette revue font suite au deuxième colloque Protagoras, dédié à la communication européenne et sous-titré « Vers un tournant agonistique ? » EXTRAIT Étudier l’Union européenne par sa communication donne ainsi à voir les rapports de force entre une extrême hétérogénéité d’acteurs, institutionnels et non institutionnels. Ce constat doit, par conséquent, nous amener à éviter « de passer la politique de communication des institutions de l’UE au prisme d’une épreuve d’évaluation (scientifiquement improbable et inévitablement normative) pour en faire un bilan critique ou louangeur » (Aldrin et Hubé 2014 : 15). Ce n’est d’ailleurs pas l’objectif du dossier qui est présenté ici. Au contraire, celui-ci interroge la tension entre la tentative de construction d’un discours institutionnel consensuel, dépolitisé, univoque et la conflictualité auquel il fait face dans l’espace politique, mais aussi dans l’espace médiatique. Les deux premiers articles mettent ainsi la focale sur l’espace politique, quand les autres articles s’intéressent à l’espace médiatique. À PROPOS DES AUTEURS Nicolas Baygert et Loïc Nicolas sont tous deux membres du laboratoire d’idées PROTAGORAS rattaché à l’Institut des Hautes Études des Communications Sociales – IHECS (Bruxelles).

Democracy in Europe is about the impact of European integration on national democracies. It argues that the oft-cited democratic deficit is indeed a problem, but not so much at the level of the European Union per se as at the national level. This is because national leaders and publics have yet to come to terms with the institutional impact of the EU on the traditional workings of their national democracies. The book begins with a discussion of what the EU is-a new form of 'regional state' in which sovereignty is shared, boundaries are variable, identity composite, and democracy fragmented. It then goes on to examine the effects of this on EU member-states' institutions and ideas about democracy, finding that institutional 'fit' matters. The 'compound' EU, in which governing activity is highly dispersed among multiple authorities, is more disruptive to 'simple' polities like Britain and France, where governing activity has traditionally been more concentrated in a single authority, than to similarly 'compound' polities like Germany and Italy. But the book concludes that the real problem for member-states is not so much that their practices have changed as that national ideas and discourse about democracy have not. The failure has been one of the 'communicative' discourse to the general public-which again has been more pronounced for simple polities, despite their potentially greater capacity to communicate through a single voice, than for compound polities, where the 'coordinative' discourse among policy actors predominates.

This book investigates how political parties from 12 European countries used Facebook to inform, interact with and mobilise voters at the 2019 European Parliament election. Following a joint theoretical framework and method, the results of a content analysis of more than 14,000 Facebook posts are presented. Country specific chapters are followed by analyses of European parties Facebook campaigning, the spread of populism and the use of Facebook ads by the parties. The final chapter compares all countries showing that campaigns are more strongly shaped by the national than by the European political context. Facebook is used for campaigning as usual; parties inform and persuade but neglect the platforms mobilisation and particularly interactive affordances.
