La costruzione della periferia rappresenta il delicato punto di equilibrio – reso abitabile – tra intervento dello Stato e azione del mercato: esito fisico e materiale delle politiche del consenso (l’espansione) e del benessere (il welfare state), a cui il discorso disciplinare ha fornito una copertura teorica sempre meno adeguata. In uno spazio di tempo di circa trent’anni 1950-1980, le flessioni del discorso spostano l’attenzione dal quartiere, quale elemento di composizione della nuova città, al suolo, quale elemento di regolazione delle rendite fondiarie, alla costruzione di nuove case, quale elemento di risoluzione finale della incessante questione abitativa. A questo punto il discorso si istituzionalizza e perde di credibilità. Si interrompe. Scopo di queste note è riprendere alcuni fili di tale discorso, ricostruendo le ragioni politiche e disciplinari che hanno portato alla costruzione della periferia. Genova costituisce una variazione paradigmatica di questo racconto. Una città in cui la periferia coincide, in buona parte, con la “costruzione della città pubblica”, fino quasi ad identificarsi con essa. La specificità del caso sollecita una domanda: è plausibile partire dalla città pubblica, dai suoi spazi e dalle sue dotazioni infrastrutturali, eredità delle politiche del welfare, per riqualificare la periferia e la città nel suo complesso? Andrea Vergano, dottore di ricerca presso la Facoltà di Architettura Valle Giulia dell’Università La Sapienza di Roma. È stato assegnista di ricerca e professore a contratto presso il Dipartimento di Scienze per l’Architettura dell’Università di Genova.
