Il libro affronta il problema della crisi dei sistemi di controllo e uno dei quesiti a cui vuole dare risposta è come nascono e come possono essere evitati i fallimenti dei sistemi di controllo che hanno portato a episodi di dissesto grave (si pensi ai casi Enron, WordCom, Cirio, Parmalat e Banca Popolare di Lodi). Se nel settore privato la tutela degli azionisti e del mercato spingono a dedicare attenzione alla tematica del controllo e della valutazione, a tali temi con non meno aspettative guardano le amministrazioni pubbliche stimolate, in un contesto di contenimento e vincolo della spesa pubblica, a dimostrare come e perché consumano risorse pubbliche. L'analisi dei punti di debolezza e di forza dei sistemi di controllo, applicati in ambito pubblico e privato, evidenzia se le tante risorse investite in attività di controllo e valutazione sono andate nella direzione voluta (la riduzione e la prevenzione di illeciti e dissesti) o se non si stia costruendo una audit society dove l'attività di controllo si riduce a mero esercizio di legittimazione, a moderna routine creatrice di obblighi e vincoli, ma in verità incapace di prevenire comportamenti illeciti e abusi.
