La Revue ASPECTS est une revue multisupports, qui publie les travaux des chercheurs de réseaux ou favorisés par les réseaux de chercheurs du Programme Aspects de l’Etat de droit et démocratie en association avec la Conférence internationale des facultés de droit ayant en commun l’usage du français (CIFDUF) La Revue ASPECTS s’adresse à l’ensemble de la communauté universitaire francophone : chercheurs, enseignants et étudiants des établissements d’enseignement supérieur et des centres de recherche utilisant le français comme langue de travail et de communication. La Revue offre des ressources aux experts des réseaux institutionnels développés par l’Organisation intergouvernementale de la Francophonie (OIF), et plus généralement aux experts des réseaux intergouvernementaux et non gouvernementaux qui s’intéressent aux enjeux de la Francophonie La Revue ASPECTS répond à quatre objectifs : diffuser sur internet des travaux de recherche concernant les aspects de l’Etat de droit et la démocratie ; favoriser les projets de recherche universitaires, dont les approches sont complémentaires de l’approche gouvernementale ou intergouvernementale ; permettre aux jeunes chercheurs de publier des articles de haute qualité scientifique et particulièrement innovants ; encourager le dialogue entre les cultures juridiques et les champs disciplinaires. Les travaux de recherche sont diffusés sous forme de dossiers thématiques ou de dossiers « hors série » Un dossier peut présenter une étude des enjeux attachés à une question juridique telle qu’elle s’inscrit dans les droits des pays francophones pensés dans leur dimension nationale avec le droit international général ou régional. Elle tient compte des particularismes politiques, économiques, culturels et sociaux. Un dossier peut également présenter l’étude des rapports qu’entretiennent les droits des pays francophones pensés dans leur dimension nationale dans une perspective comparative. Ce type d’échanges suppose l’acquisition d’une culture juridique suffisante des droits des pays francophones qui font l’objet d’une étude comparée, ce qui implique de mettre l’accent sur un socle de savoir partagé par les membres concernés de la communauté universitaire francophone. Ces dossiers remplissent les objectifs du Programme Aspects de l’Etat de droit et démocratie qui s’articulent autour de trois axes : expliciter et approfondir les concepts fondamentaux des droits des pays francophones ; appréhender la diversité et les interactions des systèmes juridiques des pays francophones ; entrer en dialogue avec des disciplines transversales du droit en y intégrant une dimension comparée, politique, historique, philosophique, anthropologique. La Revue ASPECTS est particulièrement tournée vers les travaux des chercheurs et des équipes de recherche des pays du Sud et de l’Est

Il y a tout juste 70 ans était adoptée la Déclaration universelle des droits de l’homme. Le monde d’alors était marqué par l’Holocauste et divisé par le colonialisme et la logique des blocs. C’est dire si ces droits ont d’abord été un projet à défendre plutôt qu’un patrimoine à sauvegarder. Depuis, des conventions internationales ont contribué à dépolitiser les droits de l’homme et à les installer comme une obligation morale et juridique. Mais aujourd’hui encore, ce corpus de défense de la dignité humaine n’est pas une évidence partout, notamment dans les régimes autoritaires. Pour éclairer les débats actuels, Magali Lafourcade, après un bref historique, approfondit deux questions : celle de la délimitation du champ des droits de l’homme et celle de leur mise en pratique. Elle montre que, même soumis à des vents contraires et parfois dissimulés derrière le foisonnement des textes, des acteurs et des attentes, les droits de l’homme, loin d’être un songe creux, sont plus que jamais au coeur des préoccupations du monde globalisé et multipolaire qui est le nôtre.
