En América Latina la sororidad entre el amplio y diverso movimiento de mujeres en red, entendido a la luz de un proceso ideológico participativo, ha generado una acumulación de aprendizajes para superar las continuas trampas y resistencias a la paridad. La autora recurre a la figura geométrica de múltiples caras, voces y caminos, como el poliedro, en referencia "a los múltiples agentes y las fuentes de construcción que impulsan el proceso paritista latinoamericano". Los conceptos viajan y se adaptan. La movilización por la democracia paritaria que impulsan las europeas en Atenas en 1992 se expande en América Latina con connotaciones conceptuales y estratégicas ante los desafíos específicos que sufren las mujeres en la región con la mayor inequidad social y económica del mundo, en una búsqueda incesante por ampliar la definición de la paridad, vertical, horizontal y, ahora, transversal. La autora argumenta que no habrá paridad sustantiva sin un nuevo modelo sostenible de democracias feministas, con un Estado Social basado en la cultura de la igualdad sustantiva. Reivindica hacer efectiva la ciudadanía política y social de las mujeres: "lo social es paritario" es democrático y sostenible.

This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Under what conditions do citizens most effectively connect to the democratic process? We tend to think that factors like education, income, and workforce participation are most important, but research has shown that they exert less influence than expected when it comes to women's attitudes and engagement. Scholars have begun to look more closely at how political context affects engagement. This book asks how contexts promote women's interest and connection to democracy, and it looks to Latin America for answers. The region provides a good test case as the institution of gender quotas has led to more recent and dramatic increases in women's political representation. Specifically, Magda Hinojosa and Miki Caul Kittilson argue that the election of women to political office--particularly where women's presence is highly visible to the public--strengthens the connections between women and the democratic process. For women, seeing more "people like me" in politics changes attitudes and orientations toward government and politics. The authors untangle the effects of gender quotas and the subsequent rise in women's share of elected positions, finding that the latter exerts greater impact on women's connections to the democratic process. Women citizens are more knowledgeable, interested, and efficacious when they see women holding elected office. They also express more trust in government and in political institutions and greater satisfaction with democracy when they see more women in politics. The authors look at comparative data from across Latin America, but focus on an in-depth case study of Uruguay. Here, the authors find that gender gaps in political engagement declined significantly after a doubling of women's representation in the Senate. The authors therefore argue that far-reaching gender gaps can be overcome by more equitable representation in our political institutions.
