Depuis vingt ans, l'insolente prospérité de l'économie américaine et la contre-performance européenne et française nourrissent le discours à la mode des " déclinologues " : à défaut d'imiter enfin le libéralisme et la flexibilité de l'Amérique, nous resterions durablement à la traîne. Il faudrait nous en remettre à la " main invisible " du marché, et amputer la main maladroite et sclérosante de l'État. Or, ce diagnostic est un contresens total. L'auteur nous guide ici au cœur des politiques économiques américaines, et l'on découvre que la flexibilité ou le recul des régulations publiques ne sont pour rien dans une performance qui résulte, bien au contraire, d'une intervention massive de l'État qui soutient la croissance, promeut la recherche et l'investissement dans les nouvelles technologies et assure ainsi le plein emploi. On est à mille lieues de l'État minimal et du laisser-faire chers aux libéraux : toutes les interventions publiques interdites ou étroitement limitées dans l'Union européenne sont utilisées à volonté par les administrations américaines. Avec une documentation imparable et dans un style limpide, l'auteur démontre que le déclin relatif de notre économie provient ainsi de l'abandon du " vieux " modèle keynésien européen que les Américains, eux, ont su préserver ! Mieux, il montre comment certains pays de l'Europe du Nord ont pu obtenir des performances comparables à celles des États-Unis, mais sans développer les folles inégalités qui caractérisent ces derniers. Notre " modèle social " de l'État-providence n'est donc pas en crise, c'est son abandon qui nous mène à la crise. Alain Villemeur, ingénieur de l'École centrale et docteur en économie, est consultant et enseignant, après une carrière de cadre dirigeant à EDF. Il a notamment publié Réenchanter le monde (Éditions du Félin, en collab.) et La Divergence économique Etats-Unis / Europe (Éditions Economica). The topic of the 43rd Congress of the International Institute of Public Finance was "Public Finance and the Performance of Enterprises." The title reflected profound changes in the thinking and approaches of economists traced back to economic developments such as the worldwide slowing down of economic growth, dwindling of productivity increases, growing unemployment, and rampant increase in public debt experienced during the 1970s and 80s.
