La legge 107/2015, meglio conosciuta come "Buona Scuola", ha riconosciuto al dirigente scolastico un ruolo strategico e più responsabilizzato nelle funzioni di gestione direzionale, organizzativa e di coordinamento e nel ruolo di decisore dell'utilizzo delle risorse umane, strumentali e finanziarie. Per creare un ambiente costruttivo che permetta a tutti i membri della comunità scolastica di dare il proprio contributo per il miglioramento del servizio scolastico è necessario condividere le responsabilità della leadership e costruire gruppi lavorativi motivati e orientati da un dirigente scolastico disponibile al confronto e alla collaborazione ma anche in grado di assumere decisioni quando necessario e di esercitare i propri poteri in quanto organo dell'amministrazione e leader educativo. La leadership condivisa, ovvero la collaborazione nella gestione e nell'organizzazione dei compiti tra le diverse componenti della comunità scolastica, è dunque fondamentale per co-costruire idee e progetti innovativi e per garantire agli studenti il successo scolastico e la piena acquisizione delle competenze chiave. Oltre a ciò occorre mettere in atto una leadership tecnologica, mostrare disponibilità al cambiamento, creare nuove opportunità e nuove competenze attraverso l'effettiva integrazione delle TIC nell'insegnamento, nell'apprendimento e nelle attività amministrative. Questo significa creare un team di leadership tecnologico, potenziare lo sviluppo professionale, l'apprendimento degli studenti e le prestazioni del personale attraverso un uso consapevole, efficace e sicuro delle tecnologie informatiche.Pertanto è necessario che il dirigente scolastico, in collaborazione con tutte le istituzioni presenti sul territorio e con i docenti, metta in atto strategie idonee a garantire agli studenti il buon uso delle nuove tecnologie e di internet spronando gli insegnanti e le famiglie ad educarli alla netiquette per evitare e contrastare il cyberbullismo. È altresì indispensabile educare ad un corretto uso delle tecnologie per farne degli strumenti efficaci per imparare, fare ricerche, potenziare gli apprendimenti e le competenze.A tal fine è necessario promuovere l'innovazione didattica incoraggiando il personale scolastico ed in particolare i docenti a migliorare le proprie competenze attraverso la formazione continua per fare in modo che tutti gli studenti possano vedere soddisfatti i loro bisogni di creatività, innovazione ed accrescimento culturale.Il capo d'istituto ha un ruolo strategico nel promuovere il successo formativo e nel guidare il personale scolastico, ed in particolare i docenti, ad assicurare l'inclusione scolastica anche degli studenti con BES mettendo in atto procedure di accoglienza e interventi per favorire l'integrazione. Per rendere la scuola innovativa ed inclusiva, è indispensabile che il dirigente scolastico eserciti la sua e-leadership, la sua influenza e la sua autorevolezza sul personale e sugli studenti mediante una comunicazione assertiva, mostrando competenza nel prendere decisioni e nel guidare processi di interazione, di co-costruzione e di condivisione di competenze tra tutti i membri della comunità scolastica.
