La presente investigación estudia la problemática territorial existente en las provincias de Salamanca, Zamora y León, históricamente integradas en el Reino o Región de León. En ellas, se contrapone la aceptación de la comunidad de Castilla y León con el deseo, por parte de un sector de su población, de crear una autonomía que agrupe a estas tres provincias. Con el presente estudio se pretende dar respuesta, desde el punto de vista politológico, a todo lo concerniente a esta cuestión. Para ello, la investigación se ha apoyado, aparte de en la ciencia política, en otras áreas de conocimiento que poseen factores interesantes que aportar para comprender la problemática que se aborda, como la sociología, la economía, la historia o el derecho.

La obra que el lector tiene entre manos intenta ahondar en el importante tema de la identidad de los seres humanos con relación al territorio en el que viven. Como he seguido la metodología del caso intento, en la segunda parte de esta investigación, indagar en la identidad de Castilla y León y en la medida que sus ciudadanos la viven. El tema identitario es, en no pocas ocasiones, mirado con gran recelo. Lo que aquí interesa destacar es, por una parte, la fácil constatación de su existencia y en muchos campos que atañen al ser humano; por otra parte, que como todo hecho radical presenta ciertos riesgos porque algunos individuos pueden ser manipulados por personas expertas en atizar la confrontación con los Otros, llegando hasta la exaltación por lo propio (patrioterismo, nazismo) y el menosprecio y la negación de lo de los Otros (intolerancia, discriminación negativa, fanatismo). De lo que se trata, precisamente, es ver que existen mecanismos para conjurar dichos riesgos como la multiidentidad. Estas circunstancias derivan del hecho individual más relevante, fundante de nuestra existencia: nacer en un determinado lugar, en una cierta época y en la familia en la que nos haya tocado en suerte. Aunque esto es obvio, en la práctica muchas personas lo olvidan y actúan como si hubiesen podido elegir esas variables. En dicho lugar, en esa familia, se viven experiencias y se expresan sentimientos específicos respecto de la religión, de las aficiones, de ciertos aspectos sociales como las fiestas, que van siendo asimilados por el niño. Un segundo hecho de gran trascendencia es que, sin que a veces nos demos cuenta, en la medida que nuestros horizontes mentales y culturales se van ampliando, llegamos a sentir a “los Otros” de manera focalizada: por algunos territorios sentimos atracción y por otros indiferencia e, incluso, animadversión. Gran parte de los seres humanos nace con problemas relacionados con el territorio, crece en medio de ellos y, en ocasiones, huye de ellos emigrando; otros seres humanos quedan presos de los mismos con sentido de fatalidad sin capacidad de rotura de esas cadenas; y un tercer grupo intenta resolver los problemas respecto de su territorio. Un cierto sentido ético me lleva a buscar instrumentos que sirven para unir a los pueblos en el plano de la conveniencia y el respeto profundo; los pueblos pueden unirse sin que las fronteras sean abolidas por completo. Me interesa conocer cómo los pueblos pueden moverse en torno a la conjugación de la multiidentidad, cómo pueden buscar la transformación propia acercando posturas, potenciando las sinergias positivas y superando las tradicionales divisiones que les debilitan.
