La formazione del Governo, ponendosi all’intersezione tra diritto costituzionale e politica, è una materia che la giuspubblicistica italiana ha storicamente approcciato con una certa cautela, complice un dato costituzionale letterale oggettivamente “scarno” che risulta permeabile rispetto ai “fatti” e alle “condotte” degli attori politici e istituzionali, che vanno a riempire di contenuto lo schema disegnato dal Costituente agli articoli 92, 93 e 94 Cost. L’esigenza di tornare a occuparsi in modo sistematico del tema deriva, oggi, dalle particolarità che hanno caratterizzato la formazione del Governo nella XVIII legislatura, che è stata segnata da quelle che sono state definite nella migliore delle ipotesi delle “anomalie” e, nella peggiore delle ipotesi, delle trasformazioni (se non addirittura delle “dissoluzioni”) delle prassi vigenti, potenzialmente incompatibili con la lettera della Costituzione e con i principi generali che definiscono la forma di governo parlamentare e ne disciplinano il funzionamento. L’indagine mira, dopo avere ricostruito il quadro costituzionale, a un’analisi delle singole “anomalie” verificatesi negli anni recenti, propedeutica rispetto a un loro studio complessivo che consenta di individuare i fattori che stanno attualmente ingenerando (attraverso l’influenza da essi esercitata sulle condotte degli attori politici e istituzionali e sui loro reciproci rapporti) la trasformazione delle regole che hanno storicamente disciplinato il procedimento di formazione del Governo nel parlamentarismo italiano. Ci si domanderà, in particolare, quanta parte del procedimento di formazione del Governo così come conosciuto alla giuspubblicistica sia espressiva di principi fondamentali (che trovano la loro attuazione nelle norme costituzionali scritte di cui agli articoli 92, 93 e 94 Cost.), e debba dunque essere considerata il “nucleo duro” costituzionale della formazione del Governo nel nostro ordinamento, e quanta parte sia invece liberamente plasmabile dagli attori politici e istituzionali, ai fini di adattare l’interpretazione della Costituzione alla frenetica evoluzione politica, economica e sociale che caratterizza la nostra epoca. Nella consapevolezza che se una eccessiva rigidità rischia di comportare la rapida obsolescenza del procedimento e un inasprimento delle molteplici crisi in atto a livello nazionale e sovranazionale, una trasformazione senza limiti finirebbe per travolgere i principi fondanti e irrinunciabili della forma di governo parlamentare e della democrazia rappresentativa.

The rise of printing had major effects on culture and society in the early modern period, and the presence of this new technology—and the relatively rapid embrace of it among early modern Jews—certainly had an effect on many aspects of Jewish culture. One major change that print seems to have brought to the Jewish communities of Christian Europe, particularly in Italy, was greater interaction between Jews and Christians in the production and dissemination of books. Starting in the early sixteenth century, the locus of production for Jewish books in many places in Italy was in Christian-owned print shops, with Jews and Christians collaborating on the editorial and technical processes of book production. As this Jewish-Christian collaboration often took place under conditions of control by Christians (for example, the involvement of Christian typesetters and printers, expurgation and censorship of Hebrew texts, and state control of Hebrew printing), its study opens up an important set of questions about the role that Christians played in shaping Jewish culture. Presenting new research by an international group of scholars, this book represents a step toward a fuller understanding of Jewish book history. Individual essays focus on a range of issues related to the production and dissemination of Hebrew books as well as their audiences. Topics include the activities of scribes and printers, the creation of new types of literature and the transformation of canonical works in the era of print, the external and internal censorship of Hebrew books, and the reading interests of Jews.
