Pietre, muri, asfalti, monumenti, parchi, terreni abbandonati, centri e periferie, verde spontaneo, antico splendore imbellettato e ridotto a bene di consumo culturale, modernismo dispiegato, aree pedonali, zonizzazione, espansione per accumulo: tutti insieme concorrono all’effetto-città. Effetto essenzialmente linguistico, secondo Jean-Christophe Bailly, che grazie alla metafora della lingua – alla musicalità che dovrebbe ritmarla – arriva a cogliere lo specifico del paesaggio urbano e metropolitano meglio di un urbanista o di uno storico dell’architettura. Ma come parlano oggi le città a chi voglia intenderle davvero? Non con un fraseggio fluido e ben accordato, bensì con «parole fiacche e improprie», «verbi non coniugati», infiniti e sostantivi posti «gli uni accanto agli altri». Una dizione ancora alla ricerca della partitura che accolga la felice improvvisazione dei recitativi in prosa capaci di recuperare la centralità della strada, invece di farsi ingombrare dagli assoli declamatori delle grandi opere architettoniche prive di contesto. Senza indulgere alla retorica dell’erranza e della nostalgia, Bailly ci invita ad accompagnarlo mentre calca i selciati in tre continenti, indugia sui materiali più umili e su ciò che è in disuso, ridà senso agli spazi che fuoriescono da schemi funzionali predisposti. Solo nella combinatoria infinita dei nostri passi, ci suggerisce, le città tornano a esprimersi, connettendo tra loro parti prima ammutolite nell’isolamento. E solo così quello che si limitava a scorrerci davanti agli occhi potrà diventare per noi finalmente visibile.

The book aims to provide city administrators and planners with a tool to accompany them in experimenting with the regeneration of no longer used parts of the built heritage, called leftovers, by adopting an innovative approach. A new and radically different form of project, with the task of proposing a new aesthetic code and a style of thought aimed at creating shelters for nomads of the third millennium. In the design field, the 21st century will be destined to measure itself against temporariness and precariousness, also in terms of aesthetic practices. Based on this hypothesis, the text identifies the design of the unfinished as the perspective for attributing to the leftovers a character, which is representative of the conditions of the just begun century. Through a transdisciplinary, exhibition-like and reversible approach, the elements of degradation of the existing work are welcomed in the project as a "gift", to be translated into a syntax aimed at giving form and meaning to the internal and external environments, with the inclusion of "additional components".

Dimensionar y comprender el orden socioespacial que rige a la ciudad implica reconocer que el principal elemento que en la actualidad lo redirecciona —la producción residencial— está estrechamente relacionado con el fenómeno de la distribución de la segmentación residencial. En Bogotá, las primeras manifestaciones de un orden urbano segmentado se desarrollaron desde la primera mitad del siglo XX y, desde entonces, sus escalas de intensidad se han moldeado para evidenciar una diferenciación social en los espacios residenciales, la cual ha sido perpetuada por la escala de disponibilidad económica. Este orden ha emergido no solo a partir de las prácticas de quienes construyen y distribuyen su oferta residencial por la ciudad, ya que se ha dado proporcionalmente con el encuentro con los intereses de la demanda, es decir, la configuración del orden socioespacial de Bogotá proviene, a lo largo de su historia, de la simultaneidad de movimientos, trayectorias residenciales y estrategias de localización tanto de las familias como del mercado inmobiliario.
