Il volume esplora la complessa trama delle relazioni tra attività finanziarie e organizzazione del territorio, proponendo strumenti di interpretazione dei processi di localizzazione delle imprese e dei servizi in una direzione di pensiero attenta ai fattori sociali, culturali, storici e politici. In questa prospettiva di analisi, attenzione particolare è dedicata ai processi di sviluppo dell’economia finanziaria e al complesso universo dello spazio geografico. Sono così documentate le caratteristiche delle città “centri finanziari globali” già consolidati - come Londra e New York – e le speciali identità dei centri finanziari della Cina e dell’India destinati a modificare il quadro della geografia mondiale. Un esame approfondito è dedicato ai centri finanziari offshore, alla loro origine e alla loro evoluzione, segnalandosi le connotazioni peculiari dei centri europei che operano in regime di agevolazioni fiscali, di segretezza e di anonimato. Speciale interesse presentano le iniziative di governi e istituzioni internazionali elaborate per limitare la distorsione dei mercati in relazione ai recenti eventi della crisi finanziaria globale. L’ultima parte del volume affronta il tema della concentrazione dei capitali in particolari aree del mondo, e indaga l’amplificazione del gap tra paesi ricchi e paesi poveri con il conseguente fenomeno dell’esclusione finanziaria (e sociale) a diverse scale geografiche. Il campo di analisi è stato esteso anche agli strumenti che, con varie diversificazioni nelle motivazioni e nelle caratteristiche, si sono diffusi anche nel mondo sviluppato per far fronte all’esclusione sociale e alla ridotta efficacia degli ammortizzatori sociali del welfare state. Si indagano iniziative che comprovano la sempre più marcata propensione a migliorare la condizione degli esclusi dall’economia formale e dalla partecipazione alla vita sociale, riportando il sistema economico, e segnatamente il sistema finanziario, nelle relazioni e nei valori di prossimità che sembravano essere stati definitivamente rimossi dai processi di globalizzazione.

In questa seconda edizione, oltre all’analisi di tutti i sistemi giuridici dei tax havens, vengono esaminate le iniziative a favore dello scambio automatico di informazioni sorte nel contesto internazionale. Approfondimenti specifici sono stati dedicati agli importanti accordi siglati, tra gli altri, con le Channel Islands, i Principati di Monaco e del Liechtenstein, al Protocollo che ha modificato, adeguandola agli standard, la convenzione con la Svizzera nonché alla disciplina statunitense. Vengono inoltre passate in rassegna le progettualità intraprese dagli organismi comunitari e dall’OCSE, attraverso l’implementazione dell’articolo 8 della Direttiva 16/2011/UE (che adesso consente la comunicazione sistematica di informazioni anche di natura finanziaria) e la redazione di un nuovo modello globale unico, il Common Reporting Standard, già adottato dall’Italia, che figura tra i Paesi cc.dd. early adopters. This book outlines the characteristics and implications of a potential geography of uncertainty. In doing so, it analyses this concept in reference to both the origins of uncertainty in Early Modern Age and the current geopolitical situation. The book adopts an interdisciplinary approach to uncertainty, drawing on global perspectives and literature to define its meanings and characteristics. In order to develop a thorough and precise understanding of the geography of uncertainty, a broad perspective is adopted, which includes other forms of knowledge in which the concept of uncertainty is firmly established. As such the book creates temporal links, that may occasionally be far off from one another, to present a geographical perspective of uncertainty. It provides an interpretation of the phenomenon of globalization in a new way, relating it to the first European openness to global spaces, the Early Modern Age, and identifying the transition from the medieval world to the Modern Age as the first manifestation of uncertainty in geography. Uncertainty is more prevalent than ever in today's geopolitical, economic, financial and social reality, as well as the ongoing emergencies and crises. The book adopts an interdisciplinary approach rooted in the geography of Early Modernity by referring to geopolitical scenarios, literature and philosophy, to target the historical roots and the prevailing configuration of the geography of uncertainty. It will appeal to scholars and students of human and political geography, politics, philosophy, international relations, economics and history.
