La inmigración y la contratación en origen en la provincia de Huelva constituyen procesos imprescindibles y esenciales para entender su sistema productivo y proyectar su futuro. A partir de la hipótesis anterior se puede entender la importancia de la inmigración en materia económica y, de forma colateral, el mecanismo de sostenibilidad demográfica y territorial porque el rejuvenecimiento de la población es una prioridad absoluta para la provincia de Huelva, Andalucía y España. A la innegable evidencia de cómo la inmigración es un factor de reemplazo demográfico esencial para compensar el declive de la fuerza de trabajo autóctona nativa, el inmigrante es esencial para sostener el nivel general de empleo requerido por el crecimiento de la economía onubense y especialmente en los municipios de Moguer y Lepe. Además, la inmigración ha colaborado a sostener el progresivo incremento de la tasa de actividad femenina de las españolas no sólo en el mercado laboral regulado, sino también en los cuidados. La inmigración laboral es necesaria en el presente y será importante en el futuro, porque su impacto en los salarios, empleo o paro de los trabajadores es muy reducido. Desmintiendo algunas ideas que circulan la contribución de la inmigración laboral es imprescindible para el sistema económico y demográfico de la provincia de Huelva, especialmente en el sector de la agricultura. Esta última apreciación no es privativa de la provincia de Huelva, Andalucía, España o Europa. Diversas fuentes institucionales del ámbito internacional y nacional vienen manifestando la contribución positiva de las migraciones en los ámbitos económico, cultural y social. Los inmigrantes contribuyeron al PIB mundial con aproximadamente entre un 9-10% del PIB mundial (CEPAL, 2019). Sin embargo, desde algunas fuerzas crecientes, se plantean conflictos en los procesos de inclusión y cohesión social, poniendo en duda el impacto positivo que pueden tener las migraciones en el desarrollo de territorios próximos y cercanos como son los municipios. Desde la perspectiva territorial, la Tierra Llana de Huelva y, especialmente, su franja litoral ha experimentado una intensa metamorfosis económica, demográfica y urbanística al calor de la expansión de una agricultura de vanguardia dependiente de mano de obra extranjera. En este contexto, a veces polarizado, este trabajo analizará la impronta territorial y económica que los inmigrantes tienen en la provincia de Huelva y en detalle, por su significación, en Moguer y Lepe, como impulsores del desarrollo local. El fenómeno migratorio de Lepe y Moguer no son exclusivos de estos territorios, aunque sí protagonista de su realidad y vida diaria. En el contexto nacional, la inmigración, aunque importante, se diluye en un discreto 12% de la población española frente al más del 20% de los municipios citados.

Migration to Europe from Latin American and the Caribbean (LAC) has grown rapidly over the last decade. Most of the flows are directed towards southern European countries, although other European countries have also seen significant increases. Widespread poverty and economic hardship caused by the recession in LAC, together with the tightening of visa regimes in the United States following September 11, 2001, have been a major contributing cause of increased flows. The most recent data in major destination countries, such as Spain, show that the largest increases occurred over the past two to three years. The existence of what is now a significant LAC diaspora in Europe may itself be a driving force for further migration, and flows are likely to continue increasing in the future. The demographic profile of LAC migrants in Europe shows a young population with high rates of labour force participation, relatively high levels of education and strong remitting behaviour. LAC migration is highly feminized, with women constituting over half of all LAC migrants. Irregular LAC migration is significant and human trafficking also causes serious concerns. As Europe seeks to recruit increasing numbers of highly skilled migrants, including from the LAC region, concern over brain drain from those regions is also rising. Within the context of strengthened LAC-EU cooperation, rising migrant flows represent both opportunities and challenges for policy makers.
