Para preparar dicho Informe Mundial sobre las Drogas, la UNODC depende de los datos que los Estados Miembros proporcionan, fundamentalmente mediante los cuestionarios para los informes anuales. Los cuestionarios se distribuyeron a 192 Estados Miembros y la UNODC recibió de estos Estados Miembros (y territorios) 110 respuestas a la sección sobre el consumo ilícito y 114 respuestas a la sección sobre la oferta ilícita de drogas. Los Estados Miembros suelen estar en condiciones mucho mejores de proporcionar información sobre la oferta ilícita de drogas que sobre la demanda. Pese a un meritorio avance, por ejemplo, en materia de estimaciones de la prevalencia, queda mucho por hacer para poder contar con una base sólida y fiable para un análisis de las tendencias y las políticas. El Informe incluye análisis en profundidad e intersectorial de los mercados transnacionales de drogas (capítulo 1), así como los últimos datos y tendencias estadísticas sobre la situación mundial de las drogas (capítulo 2). Este año se analiza también en el Informe la repercusión del tráfico transnacional ilícito en los países de tránsito (capítulo 3).

Esta obra da cuenta críticamente de dos líneas de pensamiento que, en el ámbito de la filosofía y de la teoría políticas en general, están presentes en diversos autores de nuestro tiempo. Por un lado, con la caída del muro de Berlín, algunos hablaron de “fin de la historia” y con él, del éxito de un solo sistema político: el liberalismo “realmente existente”. El enfrentamiento entre los dos sistemas dominantes tras el final de la Segunda Guerra Mundial habría acabado con el triunfo definitivo de uno de ellos: el capitalismo ligado al régimen liberal. Por otro, sin embargo, el reciente siglo XXI plantea la existencia de nuevos ámbitos de realidad humano-social y política a partir del fenómeno de la “globalización”: desde los límites y la legitimación del estado-nación a la creciente pérdida del valor activo de la ciudadanía, el cambio de la tradicional “sociedad civil” por nuevas entidades plurales, o la presencia cada vez más activa de “los otros” en nuestras sociedades con demandas inaplazables. Este texto se ocupa de algunas de las derivas políticas señaladas, a la vez que apunta a formas crítico-dialécticas de superación de las mismas.
