La guerra civil en el País Vasco presenta una serie de características que la diferencian netamente del resto de España. El proceso estatuario, que parte de la II República, culmina en plena guerra lo que supone, además de la conquista del autogobierno, la plena incorporación del nacionalismo moderado- el PNV- al campo democrático y antifascista. Así, la alianza de clases y partidos-grupos sociales que combate los sublevados es en el País Vasco más amplia que en el resto de España, con la particularidad, además, de que es el PNV quien, a partir de octubre de 1936, marca la dirección política en todos los terrenos. Dentro de este marco general se analizan algunos elementos importantes y hasta ahora poco estudiados del desarrollo de la guerra civil en las provincias vascas. Es conocido que en ellas no se produjeron las transformaciones sociales que acompañaron, en otros lados, a la lucha contra los sublevados; a la misma lógica obedece el curioso- y grave- desenlace de la guerra en tierras santanderinas o la peculiar- y no menos grave- gestión del Gobierno Vasco en materia económica. El funcionamiento de la economía vasca durante la guerra civil alcanza dos fases bien diferenciadas: antes y después de la caída de Bilbao en manos del Ejército de Franco. La primera está dominada por el hundimiento de la producción: el Gobierno Vasco no supo o no quiso hacer frente a las necesidades que objetivamente imponía una situación de guerra y no adoptó las medidas pertinentes para evitar el boicot de la gran oligarquía vasca, asegurar el abastecimiento de materias primas y, en fin, garantizar la producción y dirigirla hacia una economía de guerra. Ello sí se produjo tras la caída de Bilbao: la conquista del único complejo siderometalúrgico, intacto, que existía en España, fue decisiva para el posterior desarrollo de la guerra civil española. Manuel González Portilla, catedrático de Historia Contemporánea de la Universidad del País Vasco, es un experto en industrialización. Entre sus libros cabe citar “La formación de la sociedad capitalista en el País Vasco” (2 vols.), “Estado, capitalismo y desequilibrios regionales: Andalucía-País-Vasco (1845-1900)” y “La siderurgia vasca (1880-1901)”. José María Garmendia, profesor titular de Historia Contemporánea de la Universidad del País Vasco, ha trabajado en temas relacionados con el nacionalismo, tanto moderado como radical. Sus libros “Historia de ETA” (2 vols.) y “La resistencia vasca” (en colaboración con Alberto Elordi) son fruto del mismo.
