En el momento presente de construcción de una Europa unida, tienen lugar numerosos intentos de complementar el papel de los partidos y de las instituciones representativas, mediante el apoyo de mecanismos de democracia deliberativa y participativa, incluidos mecanismos de democracia cuasidirecta, como es el caso de la «Iniciativa Ciudadana Europea» (ICE). Estos mecanismos reguladores de la iniciativa legislativa popular existen por supuesto en muchas democracias a escala nacional, no solo en la UE. El trabajo de Carlos María Bru sobre la ICE disecciona de forma rigurosa los orígenes, la situación actual, su evolución a través de sucesivas iniciativas legislativas y debates parlamentarios de los ciudadanos europeos de ese instrumento, y su posterior desarrollo a través del Reglamento UE 2019/788. La lectura de esta obra es sumamente esclarecedora sobre la relación entre las instituciones y procedimientos de la democracia representativa y el que corresponde a lo que el autor denomina democracia «cuasidirecta». También establece las diferencias conceptuales entre esos términos y otros como la democracia directa, los plebiscitos y los referendos. The increasingly multicultural fabric of modern societies has given rise to many new issues and conflicts, as ethnic and national minorities demand recognition and support for their cultural identity. This book presents a new conception of the rights and status of minority cultures. It argues that certain sorts of `collective rights' for minority cultures are consistent with liberal democratic principles, and that standard liberal objections to recognizing such rights on grounds of individual freedom, social justice, and national unity, can be answered. However, Professor Kymlicka emphasises that no single formula can be applied to all groups and that the needs and aspirations of immigrants are very different from those of indigenous peoples and national minorities.
