L’objectif de ce livre est d’observer le fonctionnement de la justice dans l’arrondissement judiciaire de Mons durant les deux guerres mondiales, face aux douloureuses réalités des collaborations et des résistances avec l’occupant allemand. Les conséquences de ces deux occupations se font sentir dès le mois d’août 1914 et jusqu’aux dernières suites pénales de l’épuration de la Seconde Guerre mondiale (1961). Au fil de six contributions - deux sur la première guerre, quatre sur la seconde-, occupations et libérations sont abordées comme des réalités vécues au quotidien par des gens ordinaires. Les tensions de la première occupation sont éclairées par les confrontations entre polices allemandes et espions ou résistants et les poursuites des « inciviques » par des juges en uniforme après l’armistice. À la fin de la seconde occupation, les homicides de vengeance, la prise en charge des collaborateurs juvéniles, l’épuration des sympathisants de l’Ordre Nouveau et le procès de la « bande Chéron », un groupe de rexistes passés à la violence sanglante, dessinent une société clivée sur le plan économique, social, politique et culturel et soumise à une occupation plus dramatique que la première. Dans une atmosphère de quasi « guerre civile », la justice, qu’elle soit civile ou militaire, est investie d’une mission de rétablissement de l’ordre social et de pacification des comportements.

World War I heralded a new global era of warfare, consolidating and expanding changes that had been building throughout the previous century, while also instituting new notions of war. Civilians in a World at War, 1914-1918, explores the different ways civilians work and function in a war situation, and broadens our understanding of the civilian to encompass munitions workers, nurses, laundresses, refugees, aid workers, and children who lived and worked in occupied zones, on home and battle fronts, and in the spaces in between. Comprehensive and global in scope, spanning the Eastern, Western, Italian, East African, and Mediterranean fronts, Proctor examines in lucid and evocative detail the role of experts in the war, the use of forced labor, and the experiences of children in the combatant countries. As in many wars, civilians on both sides of WWI were affected, and vast displacements of the populations shaped the contemporary world in countless ways, redrawing boundaries and creating or reviving lines of ethnic conflict. In July 1995, the Bosnian Serb Army commanded by General Ratko Mladic attacked the enclave of Srebrenica, a UN "safe area" since 1993, and massacred about 8,000 Bosniac men. While the responsibility for the massacre itself lays clearly with the Serb political and military leadership, the question of the responsibility of various international organizations and national authorities for the fall of the enclave is still passionately discussed, and has given rise to various rumors and conspiracy theories. Follow-up investigations by the International Criminal Tribunal for the former Yugoslavia and by several commissions have dissipated most of these rumors and contributed to a better knowledge of the Srebrenica events and the part played by the main local and international actors. This volume represents the first systematic, comparative analysis of those investigations. It brings together analyses from both the external standpoint of academics and the inside perspective of various professionals who participated directly in the inquiries, including police officers, members of parliament, high-ranking civil servants, and other experts. Evaluating how institutions establish facts and ascribe responsibilities, this volume presents a historiographical and epistemological reflection on the very possibility of writing a history of the present time.
