Pour ces pays, la question est de savoir le rôle que peut jouer la microfinance dans la réduction de la pauvreté et le renforcement de la croissance économique. Des nombreux travaux ont été entrepris dans d’autres régions du monde mais très peu en Afrique centrale. Ce livreLa microfinance en Afrique centrale : le défi des exclus présente des résultats empiriques sur la recherche concernant les institutions de microfinance en Afrique centrale. Le projet sur la base duquel ce livre a été produit a été financé par le Centre de Recherches pour le Développement International (CRDI) dans le cadre de son initiative de programme ‘mondialisation, croissance et pauvreté’. Des sujets relatifs aux questions de l’offre et la demande, des aspects institutionnels, de l’efficacité, du comportement des acteurs et de l’impact de la microfinance ont été abordé par le projet. Il a été mis en oeuvre par des équipes de chercheurs et doctorants, pour la plupart des économistes, dans quatre pays de l’Afrique centrale dont le Cameroun, le Congo, le Gabon et le Tchad. Le livre devrait servir de référence concernant l’expérience de la microfinance dans cette partie du monde pour la communauté scientifique, les décideurs et d’autres partenaires au développement. The rural poor face a major challenge to access financial services provided by the formal banking system. These poor are excluded from the system because of the requirements imposed on them by that banking sector. The microfinance promise is to ensure that the excluded have access to financial products. Financial intermediation of microfinance through microcredit, micro-transfers, micro-saving and micro-insurance has gained popularity in the developing countries of the world during the past thirty years. For these countries the question is to determine the potential role of microfinance in reducing poverty and in strengthening economic growth. While a considerable amount of research has been undertaken in other parts of the world on these issues, there is a dearth of empirical knowledge in the Central African countries. This book 'Microfinance in Central Africa: The challenge of the excluded' presents results of empirical research concerning microfinance institutions in Central Africa. The book draws from a project that was supported by the International Development Research Centre (IDRC) in the context of the Centre's globalization, growth and poverty programme initiative. The project examined issues related to the market for microfinance, institutional considerations, efficiency and behaviour of key actors and the impact of microfinance. The studies within the project were undertaken by teams of researchers and doctoral students, all mainly economists and jurists, in four countries in Central Africa, namely: Cameroon, Chad, Congo Republic and Gabon. This paper examines the pattern of excess liquidity in sub-Saharan Africa and its consequences for the effectiveness of monetary policy. The paper argues that understanding the consequences of excess liquidity requires quantifying the extent to which commercial bank holdings of excess liquidity exceed levels required for precautionary purposes. It proposes a methodology for measuring this quantity and uses it to estimate a nonlinear structural VAR model for the CEMAC region, Nigeria and Uganda. The study suggests that excess liquidity weakens the monetary policy transmission mechanism and thus the ability of monetary authorities to influence demand conditions in the economy.

L'analyse de la thèse repose sur une enquête de terrain montrant comment l’altermondialisme marocain se constitue à partir de débats, d’échanges, de solidarités et de mobilisations d’acteurs sociaux tant au niveau local que global. Dans le cadre de l’altermondialisme international, ce mouvement a émergé pour contrer une certaine mondialisation qui réduit l’être humain à une marchandise. Bien qu’il soit influencé par l’altermondialisme mondial, du fait même de son approbation de la charte des principes de Porto Alegre, son origine se situe dans l’ancrage historique du militantisme des acteurs sociaux l’ayant impulsé. Initié à ses débuts par des ONG de développement, ce mouvement rassemble une diversité d’acteurs sociaux (organisations associatives et syndicales, mouvements sociaux...), d’objectifs variés et de relations sociales multiformes convergeant vers l’altermondialisme qui se mobilisent dans les forums sociaux. Ces derniers constituent un espace de production, de reproduction et d’appropriation de l’espace public. La diversité des acteurs, des objectifs et des relations constituant l’altermondialisme nous amène à définir son identité comme étant plurielle et fluide. Par une approche sociologique qui se base sur l’analyse de ces acteurs à travers leurs rapports sociaux, l’étude a cherché à comprendre et à analyser les particularités de l’altermondialisme marocain. Cette approche permet de déterminer les formes de solidarités, les enjeux des altermondialistes, les adversaires et les alternatives proposées. Elle a, à travers l’analyse, mis aussi en exergue la lutte des acteurs altermondialistes, les méthodes de la contestation, le renouveau de l’action collective au Maroc et l’évolution dans le répertoire d’actions.

In the final declaration of their 8th conference, the European ministers responsible for migration affairs committed to promoting and protecting the human rights of migrants, with special attention to gender equality and the rights of women; to strengthening dialogue and co-operation between receiving, transit and origin countries, particularly within Europe; and to promoting coherence at all levels (international, national, regional and local) between migration, development and integration policies. The ministers also agreed to manage economic migration with a view to promoting economic and social progress in receiving, transit and origin countries; to enhance social cohesion by improving the integration of migrants and persons of immigrant background and the re-integration of migrants who return to their countries of origin; and to strengthen the contribution of migrants and persons of immigrant background to development in receiving and origin countries and their involvement in co-development programmes. This report was prepared to support the ministerial debate during the conference. It presents the main aspects and characteristics of migration in the member states of the Council of Europe, analyses policy challenges raised by contemporary migration and identifies an integrated policy agenda.
