Winner of the 2015 Margaret Mead Award from the American Anthropological Association and the Society for Applied Anthropology After Haiti’s 2010 earthquake, over half of U.S. households donated to thousands of nongovernmental organizations (NGOs) in that country. Yet we continue to hear stories of misery from Haiti. Why have NGOs failed at their mission? Set in Haiti during the 2004 coup and aftermath and enhanced by research conducted after the 2010 earthquake, Killing with Kindness analyzes the impact of official development aid on recipient NGOs and their relationships with local communities. Written like a detective story, the book offers rich ethnographic comparisons of two Haitian women’s NGOs working in HIV/AIDS prevention, one with public funding (including USAID), the other with private European NGO partners. Mark Schuller looks at participation and autonomy, analyzing donor policies that inhibit these goals. He focuses on NGOs’ roles as intermediaries in “gluing” the contemporary world system together and shows how power works within the aid system as these intermediaries impose interpretations of unclear mandates down the chain—a process Schuller calls “trickle-down imperialism.”

This book is based on a case study about Stella, l’amie de Maimie a Montréal sex workers' rights organization, founded by and for sex workers. It explores how a group of ostracized female-identified sex workers transformed themselves into a collective to promote the health and well-being of women working in the sex industry. Weighed down by the old and tenacious whore symbol, the sex workers at Stella had to find a way to navigate the criminality of sex work and sex workers, in order to do advocacy and support work, and create safer spaces for sex workers to engage in such advocacy. This book focuses on sex workers, but the advocacy challenges and strategies it outlines can also apply to the lives of other marginalized groups who are often ignored, pitied, or reviled, but who are seldom seen as fully human.

Transnational trade union action has expanded significantly over the last few decades and has taken a variety of shapes and trajectories. This book is concerned with understanding the spatial extension of trade union action, and in particular the development of new forms of collective mobilization, network-building, and forms of regulation that bridge local and transnational issues. Through the work of leading international specialists, this collection of essays examines the process and dynamic of transnational trade union action and provides analytical and conceptual tools to understand these developments. The research presented here emphasizes that the direction of transnational solidarity remains contested, subject to experimentation and negotiation, and includes studies of often overlooked developments in transition and developing countries with original analyses from the European Union and NAFTA areas. Providing a fresh examination of transnational solidarity, this volume offers neither a romantic or overly optimistic narrative of a borderless unionism, nor does it fall into a fatalistic or pessimistic account of international union solidarity. Les actions paysannes s’inscrivent à la fois dans une perspective globale et une histoire longue. D’une part, en faisant appel à tous les domaines qui composent la vie paysanne (économique, politique, social, religieux, culturel, etc.), elles revendiquent une interdisciplinarité pratique. D’autre part, en se référant à leur mémoire, les paysans invitent à la réconciliation entre le passé, le présent et l’avenir. Il en résulte alors une incompatibilité grandissante entre l’offre de développement véhiculée par les acteurs extérieurs (l’État, les ONG, les organismes internationaux, etc.) et la demande de développement faite par les paysans. Cette thèse met en avant la notion de résistance. Elle a été réalisée à partir des travaux de terrain menés auprès des paysans de trois sections rurales de l’Artibonite en Haïti. Elle montre que leurs actions de développement divergent profondément de la vision véhiculée notamment par l’État, les ONG ou les organismes internationaux.

This book presents an original approach to understanding the relationship between official aid agencies and aid-receiving African governments. The first part provides a challenge to the hazy official claims of aid donors that they have stopped trying to force African governments to do what 'we' think is best for 'them' and instead are now promoting African 'ownership' of the policies and projects which foreign aid supports. The authors tease out the multiple meanings of the term 'ownership', demonstrating why it became popular when it did, but also the limits to this discourse of ownership observed in aid practices. The authors set out to defend a particular vision of ownership-one that involves African governments taking back control of their development policies and priorities. Based largely on interviews with the people who do the negotiating on both sides of the aid relationship, the country case studies put the rhetoric of the new aid system to a more practical test. The authors ask how donors seek to achieve their policy objectives without being seen to push too hard, what preconditions they place on transferring authority to African governments, and what effect the constant discussions over development policy have on state institutions, democracy and political culture in recipient countries. It investigates the strategies that African states have adopted to advance their objectives in aid negotiations and how successful their efforts have been. Comparing the country experiences, it points out the conditions accounting for the varying success of eight African countries: Botswana, Ethiopia, Ghana, Mali, Mozambique, Rwanda, Tanzania and Zambia. It concludes by asking whether the conditions African countries face in aid negotiations are changing.
