This book presents an original approach to understanding the relationship between official aid agencies and aid-receiving African governments. The first part provides a challenge to the hazy official claims of aid donors that they have stopped trying to force African governments to do what 'we' think is best for 'them' and instead are now promoting African 'ownership' of the policies and projects which foreign aid supports. The authors tease out the multiple meanings of the term 'ownership', demonstrating why it became popular when it did, but also the limits to this discourse of ownership observed in aid practices. The authors set out to defend a particular vision of ownership-one that involves African governments taking back control of their development policies and priorities. Based largely on interviews with the people who do the negotiating on both sides of the aid relationship, the country case studies put the rhetoric of the new aid system to a more practical test. The authors ask how donors seek to achieve their policy objectives without being seen to push too hard, what preconditions they place on transferring authority to African governments, and what effect the constant discussions over development policy have on state institutions, democracy and political culture in recipient countries. It investigates the strategies that African states have adopted to advance their objectives in aid negotiations and how successful their efforts have been. Comparing the country experiences, it points out the conditions accounting for the varying success of eight African countries: Botswana, Ethiopia, Ghana, Mali, Mozambique, Rwanda, Tanzania and Zambia. It concludes by asking whether the conditions African countries face in aid negotiations are changing.

"In February 2012, in its first public position on the unfolding armed conflict in Syria, Médecins Sans Frontières (MSF) published a series of testimonies gathered from Syrian doctors working in the country. The testimonies described the challenges and horrors facing doctors trying to treat wounded patients and protesters injured by Syrian authorities (MSF 2012). In its report, MSF denounced the use of "medicine as a weapon of persecution" in Syria and called on the government to "re-establish the neutrality of healthcare facilities" (Ibid.) In a press release published a year later, MSF further decried that aid was not being distributed "equally" between government- and opposition-controlled areas and argued that "areas under government control receive nearly all international aid, while opposition-held zones receive only a tiny share." (MSF 2013) In an opinion piece, two MSF staff members criticized humanitarian actors working with the authorization of the Syrian government and called on those aid agencies to recognise "the de-facto partitioning of the state" (Weissman and Rodrigue 2013). Such calls from humanitarian actors, which on other occasions claimed neutrality, played into the polarization of the Syrian conflict. The Syrian government actively controlled aid delivery and distribution from Damascus, with the support of Russia and Iran. Aid from Damascus was distributed by the United Nations, the Syrian Arab Red Crescent society, and a handful of other organizations working in government-controlled areas. Meanwhile, aid was delivered across the borders from neighboring countries by opposition groups, civil society activists, and Western humanitarian actors"--

As government officials and political activists are becoming increasingly aware, international nonprofit agencies have an important political dimension: although not self-serving, these private voluntary organizations (PVOs) and nongovernmental organizations (NGOs) seek social changes of which many of their financial contributors are unaware. As PVOs and NGOs receive increasing subsidies from their home governments in the United States, Canada, and Europe, they are moving away from short-term relief commitments in developing countries and toward longer-term goals in health, education, training, and small-scale production. Showing that European and Canadian NGOs focus more on political change as part of new development efforts than do their U.S. counterparts, Brian Smith presents the first major comparative study of the political aspect of PVOs and NGOs. Smith emphasizes the paradoxes in the private-aid system, both in the societies that send aid and in those that receive it. Pointing out that international nonprofit agencies are in some instances openly critical of nation-state interests, he asks how these agencies can function in a foreign-aid network intended as a support for those same interests. He concludes that compromises throughout the private-aid networkand some secrecymake it possible for institutions with different agendas to work together. For over sixty years, conflict between state forces and armed ethnic groups was ongoing in parts of the borderlands of Burma. Ethnic minority communities were subjected to systematic and widespread abuses by an increasingly complex patchwork of armed state and non-state actors. Populations in more remote and disputed border areas typically had little to no access to even basic healthcare and education services. As part of its counter-insurgency campaign, the military state also historically restricted international humanitarian access to civilian populations in unstable border areas. It was in this context that "cross-border aid" to Burma had developed, as an alternative mechanism for channelling assistance to populations denied aid through more conventional systems. Yet by the late 2000s, national and international changes had significant impacts on an aid debate, which had important political and ethical implications. Through an ethnographic study of a cross-border aid organisation working on the Thailand-Burma border, this book focuses on the political and ethical dilemmas of "humanitarian government". It explores the ways in which aid systems come to be defined as legitimate or illegitimate, humanitarian or "un-humanitarian", in an international context that has witnessed the multiplication of often-conflicting humanitarian systems and models. It examines how an "embodied history" of violence can shape the worldviews and actions of local humanitarian actors, as well as institutions created to mitigate human suffering. It goes on to look at the complex and often-invisible webs of local organisations, international NGOs, donors, armed groups and other actors, which can develop in a cross-border and extra-legal context ¿ a context where competing constructions of systems as legitimate or illegitimate are highlighted. Exploring the history of humanitarianism from the local aid perspective of Burma, this book will be of interest to students and scholars of Southeast Asian Studies, Anthropology of Humanitarian Aid and Development Studies.
