Motivation in Public Management: The Call of Public Service joins a long-standing debate about what drives the behavior of government employees and others who are engaged in the public's business. For many centuries, public service was considered a noble calling and, more recently, a profession. During the latter part of the 20th century, however, many scholars called into question both the reality and desirability of a public service ethic. This book draws upon a substantial and growing body of evidence from across disciplines in the social, behavioral, and natural sciences. It asks and answers key questions about the extent to which behavior is fundamentally self- or other-regarding. To paraphrase James Madison, 'public servants are not angels,' but neither are they self-aggrandizing opportunists. The evidence presented in this volume offers a compelling case that motivation theory should be grounded not only in rational choice models, but altruistic and prosocial perspectives as well. In addition to reviewing evidence from many disciplines, the volume extensively reviews research in public management conducted under the rubric of 'public service motivation'. The volume is a comprehensive guide to history, methodology, empirical research, and institutional and managerial implications of research on public service motivation. As the contributors illustrate, the implications transcend particular sectors or countries.

Administrative Traditions written by B. Guy Peters and has been published by Oxford University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-02-02 with Political Science categories.

Contemporary public administration reflects its historical roots, as well as contemporary ideas about how the public bureaucracy should be organized and function. This book argues that there are administrative traditions that have their roots centuries ago but continue to influence administrative behaviour. Further within Western Europe, North America, and the Antipodes there are four distinctive administrative traditions: Anglo-American, Napoleonic, Germanic, and Scandinavian. These are not the only traditions however, and the book also explores administrative traditions in Central and Eastern Europe, Latin America, Asia, and the Islamic world. In addition, the book contains a discussion of how administrative traditions of the colonial powers influenced contemporary administration in Africa, and how they continue to interact with traditional forms of governance. These discussions of tradition and persistence are also discussed in light of the numerous attempts to reform and change public administration. Some administrative traditions have been more capable than others of resisting attempts at reform, especially those associated with the New Public Management.

The book is a welcome contribution to the literature on ethics as it provides a broader horizon of investigation than most familiar works in recent years. Jamil E. Jreisat, International Journal of Public Administration This book provides critical, up-to-date reviews on the field of ethics and integrity of governance, along with fresh future perspectives. Focusing on Europe and the US, it addresses the key dimensions of public service values, the integrity and rationality of governance, ethics management, and the ethics of governance politics. In each of these four areas, leading international scholars tackle the main issues and controversies facing the world today. The final chapter synthesizes these views and provides an ambitious and critical outline for future work in the field of ethics and integrity of governance. Emanating from the much heralded transatlantic dialogue , this study integrates both the European and American perspectives into a common voice for action. Ethics and Integrity of Governance will appeal to academics, researchers and practitioners in the areas of leadership and organisation, public policy and public administration, and public values and ethics.

Reforming The Public Sector written by Giovanni Tria and has been published by Rowman & Littlefield this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-06-13 with Political Science categories.

Many countries are still struggling to adapt to the broad and unexpected effects of modernization initiatives. As changes take shape, governments are challenged to explore new reforms. The public sector is now characterized by profound transformation across the globe, with ramifications that are yet to be interpreted. To convert this transformation into an ongoing state of improvement, policymakers and civil service leaders must learn to implement and evaluate change. This book is an important contribution to that end. Reforming the Public Sector presents comparative perspectives of government reform and innovation, discussing three decades of reform in public sector strategic management across nations. The contributors examine specific reform-related issues including the uses and abuses of public sector transparency, the "Audit Explosion," and the relationship between public service motivation and job satisfaction in Europe. This volume will greatly aid practitioners and policymakers to better understand the principles underpinning ongoing reforms in the public sector. Giovanni Tria, Giovanni Valotti, and their cohorts offer a scientific understanding of the main issues at stake in this arduous process. They place the approach to public administration reform in a broad international context and identify a road map for public management. Contributors include: Michael Barzelay, Nicola Bellé, Andrea Bonomi Savignon, Geert Bouckaert, Luca Brusati, Paola Cantarelli, Denita Cepiku, Francesco Cerase, Luigi Corvo, Maria Cucciniello, Isabell Egger-Peitler, Paolo Fedele, Gerhard Hammerschmid, Mario Ianniello, Elaine Ciulla Kamarck, Irvine Lapsley, Peter Leisink, Mariannunziata Liguori, Renate Meyer, Greta Nasi, James L.
