Su comUn denominador es la indeclinable defensa de la democracia y los derechos humanos con el telOn de fondo de la acuciante alteraciOn del orden constitucional y ruptura institucional en Venezuela. En una de sus intervenciones el aNo anterior Almagro expresO "Como Secretario General de la OEA, soy gobierno y soy oposiciOn. Debo ser el mAs acErrimo defensor de derechos, debo ser el mAs pobre en tErminos econOmicos, debo ser el que sufre la desigualdad desde abajo, debo ser el que no tiene voz o aquel cuya voz no es escuchada. Debo ser el discriminado, debo ser el que sufre de antisemitismo, debo ser el que sufre la exclusiOn por ser indIgena o afrodescendiente, debo ser el que no puede decidir. Debo ser el que sufre la falta de protecciOn de derechos civiles, o polIticos o econOmicos o sociales y culturales. La estructura de la SecretarIa General de la OEA no puede estar sin instrumentos esenciales a la hora de promover la igualdad y la equidad." Su lema, MAs derechos para mAs gente, tiene aplicaciOn prActica en este y otros casos emblemAticos en los que se ha involucrado la SecretarIa General de la OEA bajo su liderazgo. Es imposible concebir una sociedad moderna que pueda avanzar en pos de su desarrollo integral, si la misma no tiene como norte el respeto por la institucionalidad, la separaciOn efectiva de poderes, asI como la liberaciOn de todos los presos polIticos. Un obstAculo esencial en el caso de Venezuela lo representa el afAn gubernamental por impedir la expresiOn de la gente a travEs del voto como opciOn vAlida para solucionar la crisis. Contrariamente, en la visiOn de Almagro el derecho constitucional al voto y a escuchar a los ciudadanos representa una constante insoslayable en su prEdica democrAtica. Como lo menciona en el prOlogo AsdrUbal Aguiar: "Se trata, justamente, de los aNos en los que toman cuerpo y se agravan las alteraciones graves al orden constitucional y democrAtico en el citado paIs. Y ello representa un desafIo, no solo a las responsabilidades institucionales que tiene el Secretario de la OEA sino a la vigencia misma de la doctrina democrAtica comUn que decanta en las AmEricas y comparten de manera unAnime sus distintos Estados y gobiernos, constante en la Carta DemocrAtica Interamericana de 2001."
