The chapters in this book provide in- depth insight into the gender norms and contexts in which women work in the expanding informal mining sector in sub- Saharan Africa. Collectively, the research here provides a nuanced account of women’s livelihood strategies in artisanal and small- scale mining (ASM, as its generally known) in ways that challenge images of women— as either victimized by mining or empowered by mining livelihoods, or both— that tend to dominate the growing array of donor and policy interventions in this sector. The authors come from different disciplinary traditions— anthropology, economics, political science, mining engineering, law— but all place questions of gendered power front and centre in their analyses of sociocultural, institutional, economic and political relationships, practices and arrangements within which women navigate their mining livelihoods. The physical or representational presence (and sometimes absence) of women in ASM sites is a linking theme, with the chapters exploring different dimensions of mining and gender— the gendered divisions of labour, migration, land ownership, cultural norms, and gendered authority relations— but also how ‘women’ materialize and are seen and unseen in the growing array of transnational interventions in this sector. The chapters in this book were originally published as a special issue of the Canadian Journal of African Studies.

Si les grandes agglomérations africaines ont fait l'objet de nombreuses études, très peu d'informations sont disponibles sur les villes moyennes, pourtant essentielles pour comprendre l'ampleur de l'urbanisation au sud du Sahara et pour apprécier les chances de voir les cités se transformer en véritables collectivités et en foyers d'un développement local. Cet ouvrage analyse de façon détaillée le fonctionnement et les acteurs des économies des villes de Bobo-Dioulasso (Burkina Faso) et de Korhogo (Côte-d'Ivoire). Les processus explorés, les comportements examinés et les données recueillies sont rapportés aux contraintes et aux défis d'une décentralisation communale devenue depuis peu, et un peu partout en Afrique, une " ardente obligation ". A partir d'enquêtes de terrain diversifiées et minutieuses révélant tant les facteurs de croissance que les processus de blocage à l'échelle locale, l'intention a été de dresser un état des lieux des villes le plus complet possible en combinant les efforts de quantification et les explorations compréhensives. Sont ainsi reconstitués les principaux agrégats des filières urbaines et régionales, via une instrumentation comptable raisonnée (tableaux sectoriels, matrices inter-agents, etc.) et sont proposés des éclairages historiques et sociologiques indispensables à la restitution des dynamiques de site, des logiques d'acteurs locaux et à l'identification des nœuds d'accumulation urbaine. Les chercheurs ont été attentifs aux caractéristiques et aux trajectoires des opérateurs qui confèrent aux systèmes productifs locaux une partie importante de leurs propriétés. Ils se sont aussi attachés à mettre en rapport les activités économiques locales et les dimensions institutionnelles du fait urbain, notamment à travers le fonctionnement des services publics, le cadre physique des équipements collectifs, la structure et l'évolution de la fiscalité, l'univers des groupements et des associations qui font le tissu des deux cités. Cette approche holistique et distanciée met en évidence les multiples obstacles, difficultés et contradictions qui se dressent sur le chemin de la décentralisation en Afrique. La faiblesse des prélèvements opérés sur place contrastant avec les besoins de financement des collectivités et la poursuite de processus communaux sans réelle liaison avec les forces vives locales constituent ainsi deux des principales hypothèques qui pèsent sur l'autonomisation institutionnelle des villes.
