English Abstract: The Metropolitan Area of Monterrey, despite having higher development indicators than most of the cities in Mexico, presents households in poverty conditions similar to those observed in the poorest regions of the country. In this context, this study presents the relationship between the households' social capital located in a neighborhood with high levels of social backwardness and poverty levels. For this purpose, an ethnographic technique called personal networks and statistical analysis were used to observe how households with higher levels of poverty use their social capital as a living strategy that responds to the social need they have, and the way in which households with lower levels of poverty make use of amore strategic social capital that allows them to access a wider range of economic, social and institutional resources.

El presente estudio se enfoca en describir la situación sociodemográfica y económica de los adultos mayores en situación de pobreza y vulnerabilidad del Área Metropolitana de Monterrey, con el objetivo de presentar los desafíos que enfrenta la política pública que se dirige a este grupo de población. Se presta especial atención al programa 'Atención al Adulto Mayor' el cual, debido a su enfoque, apoyo político y económico, concentra la orientación de la política pública dirigida al adulto mayor en la metrópoli. Se expone la metodología para la medición oficial de la pobreza en México y se presentan resultados emitidos para el Estado de Nuevo León como punto de partida para entender el fenómeno y dimensionar su alcance entre la población nacional y estatal. Se destaca que, a pesar de presentarse en uno de los Estados y metrópolis más prósperas del país, la pobreza de patrimonio afecta a 19.6% de población en el Estado y a 15% en la zona metropolitana de Monterrey, con variantes importantes entre los municipios. Aunado al lacerante problema de pobreza se experimentan fenómenos como la vulnerabilidad y la exclusión social, los cuales pueden ser causa o consecuencia de la misma. De hecho, dichos fenómenos pueden ser clasificados de acuerdo a grupos de población asociados con la pobreza, los cuales son considerados como los más visibles. Entre ellos, se encuentra el grupo de población de los adultos mayores, el cual frente a otros grupos de población, a pesar de resultar menos afectado por la pobreza, enfrenta una vulnerabilidad creciente por el débil apoyo institucional, social, familiar, así como por la propia inercia demográfica. Entre los principales factores que hacen a este grupo vulnerable, y por las cuales a su vez sufre de exclusión social, se pueden mencionar su precariedad en la salud, su exclusión del mercado laboral, su inseguridad económica y su rechazo cultural. Lo anterior se combina con el fenómeno cada vez más presente de la pobreza urbana y con el debilitamiento de las familias extensas y otros medios tradicionales de sostenimiento para los adultos mayores, como las pensiones de gobierno. El Área Metropolitana de Monterrey no es la excepción, por lo que resulta pertinente estudiar las tendencias y situación actual del adulto mayor, así como identificar qué población de este grupo se encuentra en situación de pobreza y vulnerabilidad.

This new and timely book deals with the magnitude and the intensity of the poverty in Latin America, Mexico and the state of Nuevo Leon. The enormous and chronic social problems of poverty in 1970 struck approximately 40 per cent of the families of Latin America or 119 million people. In 1990, of 423,913,043 habitants of Latin America, 46 per cent were living in poverty, that is to say, 195 million people were suffering this calamity (CEPAL). According to the same CEPAL, in 2002 44 per cent of the population of Latin America was poor, whereas 19.40 per cent were living in extreme poverty, indigence or misery. Seen in another way, the poverty in Latin America increased in that period of 20 years, from 1970 to 1990, 38.97 per cent. At the moment, in Latin America there are 225 million poor people. This book is an essential reference to a problem which the world must, if for no other reason than necessity, deal with in a vigorous and just manner.
