Latin America has been central to the main debates on development economics, ranging from the relationships between income inequality and economic growth, and the importance of geography versus institutions in development, to debates on the effects of trade, trade openness and protection on growth and income distribution. Despite increasing interest in the region there are few English language books on Latin American economics. This Handbook, organized into five parts, aims to fill this significant gap. Part I looks at long-term issues, including the institutional roots of Latin America's underdevelopment, the political economy of policy making, the rise, decline and re-emergence of alternative paradigms, and the environmental sustainability of the development pattern. Part II considers macroeconomic topics, including the management of capital account booms and busts, the evolution and performance of exchange rate regimes, the advances and challenges of monetary policies and financial development, and the major fiscal policy issues confronting the region, including a comparison of Latin American fiscal accounts with those of the OECD. Part III analyzes the region's economies in global context, particularly the role of Latin America in the world trade system and the effects of dependence on natural resources (characteristic of many countries of the region) on growth and human development. It reviews the trends of foreign direct investment, the opportunities and challenges raised by the emergence of China as buyer of the region's commodities and competitor in the world market, and the transformation of the Latin America from a region of immigration to one of massive emigration. Part IV deals with matters of productive development. At the aggregate level it analyzes issues of technological catching up and divergence as well as different perspectives on the poor productivity and growth performance of the region during recent decades. At the sectoral level, it looks at agricultural policies and performance, the problems and prospects of the energy sector, and the effects on growth of lagging infrastructure development. The success or failure of foreign policy initiatives in Latin America is heavily influenced by bureaucratic and military background players. Rivalry and Alliance Politics in Cold War Latin America, Christopher Darnton’s comparative study of the nature of conflict between Latin American states during the Cold War, provides a counterintuitive and shrewd explanation of why diplomacy does or doesn’t work. Specifically, he develops a theory that shows how the “parochial interests” of state bureaucracies can overwhelm national leaders’ foreign policy initiatives and complicate regional alliances. His thorough evaluation of several twentieth-century Latin American conflicts covers the gamut of diplomatic disputes from border clashes to economic provocations to regional power struggles. Darnton examines the domestic political and economic conditions that contribute either to rivalry (continued conflict) or rapprochement (diplomatic reconciliation) while assessing the impact of U.S. foreign policy. In the early years of the recent Central American crisis, analysts often predicted a rapid, dramatic resolution—whether by revolutionary victory or through military intervention by the United States. The 1980s, however, have witnessed an intensification of conflicts with increasing U.S. involvement. Rather than standing at the brink of a sharp turning point, Central America is at an interim point in an evolving historical process. This text provides an assessment of this process and of its immediate and long-term implications for the region and for U.S.-Latin American relations. It focuses on the complex and contradictory effects of the Reagan administration's efforts to influence the Central American debate within the United States and to reestablish U.S. hegemony in the region itself. The first part of the book examines the development of various aspects of U.S. policy toward Central America. In particular, contributors discuss the interaction between the executive and legislative branches in shaping U.S. strategy, the implications for constitutional democracy of presidential control over foreign policymaking, the treatment of Central American refugees, the counterinsurgency strategy of "low intensity warfare," and the effects of U.S. policy on regional peace initiatives put forward by Mexico and other Latin American countries. In the second part, contributors analyze external pressures on Central American countries and regional dynamics.
