Seminar paper from the year 2004 in the subject History of Europe - Ages of World Wars, grade: 2+, University of Bologna, language: Italian, abstract: Mentre le altre potenze coloniali miravano allo sfruttamento dei propri possedimenti coloniali, l’Italia fascista fece una politica revisionistica (e anacronistica), provando a modificare l’assetto coloniale stabilito a Versailles e lanciando una retorica imperialista.1 Il programma di politica estera con cui il fascismo era salito al governo non rompeva del tutto con il passato dell’Italia liberale. Tuttavia già nell’ ottobre del 1922 Mussolini sosteneva che il Mediterraneo sarebbe dovuto diventare un “lago italiano”. Sino al 1925 la politica estera era stata di sostanziale continuità, però il tono e l’ordine delle priorità stavano cambiando. Mussolini stava inaugurando una politica volta all’aumento della potenza e del prestigio nazionale e in questo quadro la politica africana assumeva una nuova importanza. L’Italia del fascismo avrebbe voluto essere considerata una grande potenza al pari della Francia e dell’Inghilterra. Le colonie servivano di solito - con il loro ampliamento territoriale - al miglioramento della posizione diplomatica, economica e strategica della madrepatria, quindi per poter diventare una grande potenza bisognava furnirsi da qualche colonia.2 Dapprima il governo fascista proseguì le trattative diplomatiche gia avviate dagli ultimi governi liberali. Con la Gran Bretagna si conclusero trattative che datavano dal 1915 e dal 1919, e nel luglio del 1924 l’Italia otteneva la fertile regione dell’Oltregiuba che arrichiedava le desertiche aree della Somalia meridionale. Nel dicembre dell’anno successivo l’Italia ottenenne una rettifica dei confini della Cireneica che agguingeva al territorio italiano l’oasi Giarabub. Il vantaggio dal punto di vista territoriale era minimo, ma il ruolo simbolico di quelle “vittorie diplomatiche” non deve essere dimenticato, anche perché Mussolini le poteva presentare come successi propri. The twentieth century saw a proliferation of media discourses on colonialism and, later, decolonisation. Newspapers, periodicals, films, radio and TV broadcasts contributed to the construction of the image of the African “Other” across the colonial world. In recent years, a growing body of literature has explored the role of these media in many colonial societies. As regards the Italian context, however, although several works have been published about the links between colonial culture and national identity, none have addressed the specific role of the media and their impact on collective memory (or lack thereof). This book fills that gap, providing a review of images and themes that have surfaced and resurfaced over time. The international administration of troubled states - whether in Bosnia, Kosovo, or East Timor - has seen a return to the principle of trusteeship; that is when some form of international supervision is required in a particular territory in order both to maintain order and to foster the norms and practices of fair self-government. This innovative study rescues the normative discourse of trusteeship from the obscurity into which it has fallen since decolonization. It traces the development of trusteeship from its emergence out of debates concerning the misrule of the East India Company; its internationalization in imperial Africa; its institutionalization in the League of Nations mandates system, and, then, in the United Nations trusteeship system; and the destruction of its legitimacy by the ideas of self-determination and human equality. No other book brings this rich historical experience to bear on the dilemmas posed by the resurrection of trusteeship after the end of the Cold War. It is with a view to contemporary world problems that this book explores the obligations that attach to preponderant power and the limits that should be observed in exercising that power for the sake of global good. The book concludes by arguing that trusteeship remains fundamentally at odds with the ideas of human dignity and equality.
