La prise de conscience de la situation défavorable des enfants ("genèses d'une politique") s'est d'abord traduite par l'adoption de lois spécifiques visant à protéger des catégories d'enfants "à risques" : enfants en nourrice (loi Roussel), maltraités, abandonnés. Expression de la volonté de redresser la balance démographique, cette politique a pris une tournure nouvelle avec l'avancée technologique (et sociale) permise par les découvertes pastoriennes : obstétrique, nutrition, prévention vaccinale. Fruit de l'alliance entre "le savant et le législateur", l'action fut renforcée par une aide plus conséquente aux familles et aux mères (loi Strauss). L’analyse structurelle des ressources financières et humaines ("les moyens d'une action") éclaire les choix effectués. D’abord axée sur la visite à domicile, la méthode privilégiée d'intervention est devenue celle de la "consultation de nourrissons" (Docteur Pierre Boudin 1892) associée ou non à une "goutte de lait". À cet ensemble de mesures, peuvent être rattachées, mais non attribuées, des évolutions nettes concernant la survie des bébés, la fréquence de l'abandon, le mode de nourrissage. Une nouvelle image de l'enfant s'est démocratisée ("une ère nouvelle s'est ouverte").

The book considers how the evolution of hygiene produced a society where people washed often, changed their clothes every day, lived without lice and scabies, and performed their natural functions indoors. It reflects on developments in industrial plumbing, public education, government investment, the invention of new products to keep bodies and homes clean, and a parallel makeover in the expectations, sensibilities, and practices about what is 'proper' and what is disgusting. These developments, the study reveals, were not steady and did not happen everywhere at the same pace. But in the fullness of time, they produced a revolution in the human condition.

In taking a life course perspective, this Handbook extends the purview to encompass the three main stages of family life. These are (1) cohabitation, marriage and starting a family; (2) the early years of parenting, care and employment, and (3) the period of transitions and later life: family breakdown and intergenerational supports across the life course.
