Prologar un libro, además de ser siempre un honor para el que lo escribe, es un compromiso que el prologuista adquiere con el autor, con su obra y con sus futuros lectores. En este caso, es un inmerecido honor el que me ha hecho mi muy apreciado y admirado amigo, el profesor Jaime Orlando Santofimio Gamboa, al solicitarme redactar el prólogo a esta nueva obra que viene de concluir, contentiva de su Compendio de derecho administrativo, que como toda creación de esta naturaleza constituye, sin duda, el fruto de los más de treinta años que ha dedicado a la actividad académica y profesional, particularmente en las labores de investigación y docencia en el mundo del derecho público, e igualmente, en el mundo de la judicatura. Indiscutiblemente, una obra de esta magnitud y contenido solo la puede preparar quien ha logrado madurez académica producto del estudio constante, como lo exigen la docencia, la investigación y la importantísima función de impartir justicia. Este es precisamente el caso del profesor Jaime Orlando Santofimio Gamboa. He tenido la oportunidad de seguir la trayectoria académica del profesor Santofimio desde el día en que lo conocí, noviembre de 1986, durante la primera visita que realicé a Bogotá con ocasión de mi participación en el Simposio Internacional sobre Modernización y Nuevas Tendencias del Derecho Constitucional, organizado por el profesor Carlos Restrepo Piedrahita -destacadísimo académico hispanoamericano recientemente fallecido-, con quien precisamente Jaime Orlando había comenzado ha trabajar tres años atrás en el Departamento de Derecho Público y Ciencia Política al graduarse de abogado de la Universidad Externado de Colombia. Para cuando lo conocí, Santofimio ya había concluido su especialización en Derecho Administrativo en su alma máter (1984), y su formación académica se consolidó través de los años con una Especialización en Administración Municipal en el Instituto Brasileño de Administración Municipal -IBAM-, de Río de Janeiro (1988), una Maestría en Gobierno Municipal de la Universidad Externado de Colombia (2000), y un Doctorado en Derecho de la Universidad Carlos III de Madrid (2010).
