Research is critical to developing a more rigorous and fine-combed analysis not only of why open data is valuable, but how it is valuable and under what specific conditions. The objective of the Open Data Research Symposium and the subsequent collection of chapters published here is to build such a stronger evidence base. This base is essential to understanding what open data’s impacts have been to date, and how positive impacts can be enabled and amplified. Consequently, common to the majority of chapters in this collection is the attempt by the authors to draw on existing scientific theories, and to apply them to open data to better explain the socially embedded dynamics that account for open data’s successes and failures in contributing to a more equitable and just society.

Today the world’s largest economies and corporations trade in data and its products to generate value in new disruptive markets. Within these markets vast streams of data are often inaccessible or untapped and controlled by powerful monopolies. Counter to this exclusive use of data is a promising world-wide “open-data” movement, promoting freely accessible information to share, reuse and redistribute. The provision and application of open data has enormous potential to transform exclusive, technocratic “smart cities” into inclusive and responsive “open-cities”. This book argues that those who contribute urban data should benefit from its production. Like the city itself, the information landscape is a public asset produced through collective effort, attention, and resources. People produce data through their engagement with the city, creating digital footprints through social medial, mobility applications, and city sensors. By opening up data there is potential to generate greater value by supporting unforeseen collaborations, spontaneous urban innovations and solutions, and improved decision-making insights. Yet achieving more open cities is made challenging by conflicting desires for urban anonymity, sociability, privacy and transparency. The Future of Open Data flows from a multi-year Social Sciences and Humanities Research Council (SSHRC) Partnership Grant project that set out to explore open government geospatial data from an interdisciplinary perspective. Researchers on the grant adopted a critical social science perspective grounded in the imperative that the research should be relevant to government and civil society partners in the field. This book builds on the knowledge developed during the course of the grant and asks the question, “What is the future of open data?” The contributors’ insights into the future of open data combine observations from five years of research about the Canadian open data community with a critical perspective on what could and should happen as open data efforts evolve. Each of the chapters in this book addresses different issues and each is grounded in distinct disciplinary or interdisciplinary perspectives. The opening chapter reflects on the origins of open data in Canada and how it has progressed to the present date, taking into account how the Indigenous data sovereignty movement intersects with open data. A series of chapters address some of the pitfalls and opportunities of open data and consider how the changing data context may impact sources of open data, limits on open data, and even liability for open data. Another group of chapters considers new landscapes for open data, including open data in the global South, the data priorities of local governments, and the emerging context for rural open data.

The idea of a knowledge society has been raised over the last two decades but the transition to such a society has not been realized up to the present time, and discussion about a knowledge society has largely focused on a knowledge economy and information society rather than a mobilization to a knowledge society. These debates have, however, taken place before the rise of open data and big data and the development of an open data movement. The book considers the role of the open data movement in fostering transformation to a knowledge society. The characteristics of the open data movement include the strong conviction of the value of open data for society, attention to the institutional aspects of making data open in an inclusive way, and a practical focus on the technological infrastructure that are key in mobilizing a knowledge society. At the heart of any mobilization is an emerging open data ecosystem and new ways of producing and using data - whether 'born digital' data, digitized data, or big data - and how that data, when made openly available, can be used in a knowledgeable way by societal actors.
