This report provides an overview of the state of open data policies across OECD member and partner countries, based on data collected through the OECD Open Government Data survey (2013, 2014, 2016/17), country reviews and comparative analysis. The report analyses open data policies using an analytical framework that is in line with the OECD OUR data Index and the International Open Data Charter. It assesses governments' efforts to enhance the availability, accessibility and re-use of open government data. It makes the case that beyond countries' commitment to open up good quality government data, the creation of public value requires engaging user communities from the entire ecosystem, such as journalists, civil society organisations, entrepreneurs, major tech private companies and academia. The report also underlines how open data policies are elements of broader digital transformations, and how public sector data policies require interaction with other public sector agendas such as open government, innovation, employment, integrity, public budgeting, sustainable development, urban mobility and transport. It stresses the relevance of measuring open data impacts in order to support the business case for open government data.

The main objectives of this book are to expose key aspects that have a relevance when dealing with open data viewed from different perspectives and to provide appealing examples of how open data is implemented worldwide. The concept of open data as we know it today is the result of many different initiatives, both of a legislative and non-legislative nature, and promoted by a wide range of actors. Numerous regulatory antecedents to foster the concept of open data and embed it in national and international policy agendas have been undertaken on both sides of the Atlantic, as well as at a supranational level. Linked Open Data (LOD) is a pragmatic approach for realizing the Semantic Web vision of making the Web a global, distributed, semantics-based information system. This book presents an overview on the results of the research project “LOD2 -- Creating Knowledge out of Interlinked Data”. LOD2 is a large-scale integrating project co-funded by the European Commission within the FP7 Information and Communication Technologies Work Program. Commencing in September 2010, this 4-year project comprised leading Linked Open Data research groups, companies, and service providers from across 11 European countries and South Korea. The aim of this project was to advance the state-of-the-art in research and development in four key areas relevant for Linked Data, namely 1. RDF data management; 2. the extraction, creation, and enrichment of structured RDF data; 3. the interlinking and fusion of Linked Data from different sources and 4. the authoring, exploration and visualization of Linked Data.

Today the world’s largest economies and corporations trade in data and its products to generate value in new disruptive markets. Within these markets vast streams of data are often inaccessible or untapped and controlled by powerful monopolies. Counter to this exclusive use of data is a promising world-wide “open-data” movement, promoting freely accessible information to share, reuse and redistribute. The provision and application of open data has enormous potential to transform exclusive, technocratic “smart cities” into inclusive and responsive “open-cities”. This book argues that those who contribute urban data should benefit from its production. Like the city itself, the information landscape is a public asset produced through collective effort, attention, and resources. People produce data through their engagement with the city, creating digital footprints through social medial, mobility applications, and city sensors. By opening up data there is potential to generate greater value by supporting unforeseen collaborations, spontaneous urban innovations and solutions, and improved decision-making insights. Yet achieving more open cities is made challenging by conflicting desires for urban anonymity, sociability, privacy and transparency. This book engages with these issues through a variety of critical perspectives, and presents strategies, tools and case studies that enable this transformation.
