The contributions to the present volume show that the countries that are often presented in the literature as forming part of a stereotypical and seemingly monolithic “Islamic world” in fact represent considerable diversity. Feminist Policymaking in Turbulent Times offers a unique and timely reflection of the critical debates around the institutionalisation of feminist and gender-focused ideas and norms into policy. Many states and non-governmental organisations are increasingly invested in ‘feminist policymaking’ at the domestic and international levels. Indeed, while opposition to ‘gender ideology’ is mounting from reactionary, religious, and secular forces, feminist policymaking is also being challenged in important ways from within. Thus, this book situates feminist policymaking in a challenging and ‘turbulent’ global context. This book explores feminist policymaking in multiple areas of policy, examining various gender-focused programmes that states and international organisations have undertaken in the last decade, offering critical interventions and rethinking the relationship between feminism and policy. Comment se fait-il que le voile soit devenu en si peu de temps un enjeu décisif pour la société européenne ? Comment cette thématique, cantonnée au début des années 90 à quelques cas relevant du fait divers, est passée en l’espace d’une décennie à la rubrique événement ? Le voile, désormais islamique, symbolise et éclaire à lui seul l’ensemble des tensions que les sociétés européennes entretiennent avec les minorisés « d’origine » ou issues d’ailleurs. Les populations dites musulmanes, homogénéisées et réduites à leur seule identité religieuse, se retrouvent ainsi enserrées dans un agenda à la fois médiatique et politique qui limite l’appréhension des voiles aux seules dimensions du légal et du moralement acceptable. Dès lors, les débats sur et autour du voile posent comme une évidence que les problématiques de l’égalité de genre, du sexisme ou encore de l’homophobie soient adressées quasi exclusivement à la communauté musulmane. Cet ouvrage aborde le voile islamique comme outil heuristique permettant de comprendre la manière dont les femmes musulmanes sont devenues les alibis, donc produites en tant que tels, d’un discours universaliste qui refuse et récuse tout particularisme. Il permet également d’interroger toute revendication identitaire et/ou antiraciste qui ferait l’impasse sur le caractère genré du port du voile. Les articles ici réunis montrent alors une polysémie du voile qu’il ne s’agit pas uniquement de rechercher dans des situations diversifiées, appréhendées en termes d’usages et coutumes, mais de la reconnaître notamment dans le va-et-vient entre le centre et la périphérie (entre l’Europe et ses anciennes colonies) et dans les spécificités inhérentes à tel ou tel contexte socio-historiques.
