Excerpt from La Réforme Bancaire aux États-Unis d'Amérique de 1913 à 1921: Le Système de la Réserve Fédérale Since the war the American banking system has become doubly difficult for the European to understand, because, upon our complex and peculiar pre-war system of banking there has been superimposed in the form of the federal reserve banks another type of banking insti tution unknown in many of its characteristics to Europe. Instead of one central bank, the United States has 12 central banks; but these banks do practically no business with the public. They are pre-eminently ban kers' banks, owned by other banks and functioning to and for their member banks. These 12 central reserve banks, however, are federated together and controlled in matters of broad policy by a central governing board which itself conducts no banking business. The five kinds of paper money, which the United States had before the war, have been continued and the federal reserve act has added two more kinds, both of wich are bank notes although nominally issued by the government and actually guaranteed by the government. At the present day, when there is renewed interest in the concept of human rights and in the application of this concept to the problems of government,! it may be instructive to review an eighteenth-century dispute which was concerned precisely with these themes. Nor should the investigation be any less interesting because the disputants were Edmund Burke and Thomas Paine: both these men have also been the object of renewed attention and study in recent years. Critical work on the biography and bibliography of Paine is being done by Professor Aldridge and Col. Richard Gimbel respectively;2 while Burke is being well looked after, not only by the able team of experts who, under the leadership of Professor Copeland, are engaged in producing the critical edition of his Correspondence, but also by such individual scholars as D. C. Bryant, C. B. Cone, T. H. D. Mahoney, 3 P. J. Stanlis, C. Parkin, F. Canavan, and A. Cobban. But though Burke and Paine are being studied separately, little work appears to have been done on the relationship between them, apart from an 4 essay by Professor Copeland published more than twelve years ago. "This book provides an intellectual biography of Robert Triffin. Triffin (1911-1993) played a key role in the international monetary debates in the postwar period. He became famous with trenchant analyses of the vulnerabilities of the international monetary system (the Triffin dilemma), predicting the end of the Bretton Woods system. Triffin was a child of the interwar period, marked by the Great Depression and the rise of fascism. He became not only an eminent academic but also an influential policy advisor. In the mid-1940s he worked at the Federal Reserve, participating in several monetary reform missions in Latin America. Thereafter, Triffin played an important role in the creation of the European Payments Union. In his later academic life, Triffin put forward proposals for reforming the international monetary system. But because he doubted that they would come to fruition, he also developed plans for regional monetary integration, particularly in Europe, where he became the monetary advisor of Jean Monnet. With proposals for a European Reserve Fund and a European currency unit, he became one of the intellectual fathers of Europe's monetary union. Throughout his life Triffin remained faithful to the ideals of his youth. The young Triffin was indignant about the Versailles Treaty, while the old Triffin fulminated against the Vietnam war. For him, economics was a way to contribute to a better world. He was strongly attached to his independence and the pursuit of a better and more peaceful world.
