A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. México ha tenido a lo largo del siglo xx e inicios del siglo xxi una relación ambigua, por decir lo menos, con la democracia. Si bien es cierto que el texto constitucional de 1917 se inspiró en los ideales democráticos de la Ilustración francesa y de los constituyentes de Filadelfia –especialmente en la idea de “soberanía popular” de Jean Jacques Rousseau, en la teoría sobre la división y el equilibrio de poderes de Charles de Montesquieu y en la teoría del gobierno representativo y la necesaria operación de frenos y contrapesos en las relaciones entre las instituciones fundamentales del Estado de Los Federalistas (Alexander Hamilton, James Madison y John Jay)–, también es cierto que el sistema político que emergió de la Revolución mexicana de 1910, y en el que nacieron y se desarrollaron sus piezas principales (partido oficial y presidencialismo) durante la primera mitad del siglo xx, siguió caminos diferentes, y muchas veces encontrados, a los modelos democráticos francés y estadounidense. El sueño republicano y democrático del texto constitucional fue desmentido de manera sistemática por relaciones de poder marcadas por el faccionalismo y el clientelismo, los dos principales tumores que acaban por corroer el cuerpo de cualquier república democrática digna de ese nombre. La democracia, por tanto, ha sido una forma de gobierno que –a nuestro pesar– no ha terminado por adquirir carta de naturalidad en el México contemporáneo. Su realización histórica ha sido episódica y escasa: SERIE PENSAMIENTO DEMOCRÁTICO EN MÉXICO la República restaurada (1867-1876), el gobierno de Francisco Ignacio Madero (noviembre de 1911 a febrero de 1913) y la novel e incipiente democracia electoral (1997 a la fecha); el peso de los acontecimientos ha acabado por ocultar las huellas de su memoria. Sin embargo, no todo quedó sepultado en los laberintos de la larga noche mexicana. Por el contrario, los sueños libertarios y democráticos del pueblo mexicano y los esfuerzos muchas veces estoicos de algunas élites culturales e intelectuales liberales, republicanas o socialistas, consiguieron –entre otras cosas– mantener vivos los ideales de libertad e igualdad y los principios institucionales de representación, participación y rendición de cuentas de la doctrina democrática. En efecto, la democracia en México sobrevivió a su largo naufragio histórico gracias a la acción colectiva de movimientos sociales como el de los maestros en 1958, los ferrocarrileros en 1958-1959, los médicos en 1964-1965 y los estudiantes en 1968; el florecimiento de energías cívicas en distintas localidades y entidades federativas del país; la emergencia de la sociedad civil en el terremoto de la ciudad de México de 1985; la vitalidad de un periodismo crítico e independiente del caudillo o gobierno en turno; y la negociación y el acuerdo entre el gobierno imperante y las oposiciones partidarias que se reflejaron en las distintas generaciones de reformas electorales instrumentadas a nivel federal y local a partir del año de 1977. La serie Pensamiento democrático en México busca rastrear las huellas y seguir los pasos del pensamiento democrático realizado en México por mexicanos y exiliados excepcionales que asumieron a nuestro país como su segunda patria. Desde distintos orígenes, trayectorias y banderas ideológicas, diferentes hombres de letras, políticos culturales, intelectuales orgánicos e inorgánicos, diplomáticos, periodistas, profesores universitarios y ciudadanos ilustres defendieron a contracorriente las reglas, instituciones, principios y valores distintivos de la democracia, en momentos en los que esta forma de gobierno no gozaba de mucha simpatía entre las élites gobernantes. Su esfuerzo político y ejemplo moral no fueron en vano. Hoy la democracia, para fortuna de las nuevas generaciones de mexicanos y mexicanas, goza de una legitimidad que no tenía antaño. Una manera generosa de reconocer y retribuir el legado cí- vico de estos hombres y mujeres excepcionales es, entre otras, la de no condenar al olvido su obra y pensamiento. Se trata, en pocas palabras, de rescatar de los viejos y empolvados anaqueles de bibliotecas y librerías antiguas (y no tan antiguas), obras de autores clave del siglo xx e inicios del xxi que pueden ayudar a recuperar y reconstruir la memoria democrática de México, con el fin de divulgarlas entre el público jalisciense. Con ello, el Instituto Electoral y de Participación Ciudadana del Estado de Jalisco devuelve a los ciudadanos lo mejor de su propia historia y, de paso, cumple una de sus más importantes pero menos vistosas funciones públicas: la pedagogía democrática. En la ciudad de México, la tercera reelección continua de Porfirio Díaz a la presidencia dio lugar a la formación de un movimiento social que manifestó su disconformidad a través de la toma de las calles. Legislative term limits adopted in the 1990s are in effect in fifteen states today. This reform is arguably the most significant institutional change in American government of recent decades. Most of the legislatures in these fifteen states have experienced a complete turnover of their membership; hundreds of experienced lawmakers have become ineligible for reelection, and their replacements must learn and perform their jobs in as few as six years. Now that term limits have been in effect long enough for both their electoral and institutional effects to become apparent, their consequences can be gauged fully and with the benefit of hindsight.
