Le principe de l’annualité budgétaire trouve ses origines historiques dans la revendication d’un consentement périodique à l’impôt par les représentants de la Nation. Consacré dans toutes ses composantes au XIXème siècle concomitamment à l’apparition en droit public financier de la notion juridique de budget, le principe va rapidement montrer ses limites pratiques et faire l’objet de discussions doctrinales. Le développement de l’interventionnisme étatique et de l’idée de planification, à compter du début du XXème siècle, va conduire à la mise en place de mécanismes de pluriannualité budgétaire. L’extension de la pluriannualité résultera de l’introduction à compter des années 1970 d’une double logique budgétaire de performance, qui sera pleinement consacrée par la loi organique relative aux lois de finances du 1er août 2001, et de maîtrise des finances publiques, amplifiée par l’impératif de discipline budgétaire résultant de la mise en place de l’Union économique et monétaire. Le développement considérable de la pluriannualité ne s’est pas accompagné en France de l’abandon du principe de l’annualité budgétaire. En effet, l’absence de valeur normative des instruments budgétaires pluriannuels en droit interne aboutit généralement à les empêcher de produire pleinement leurs effets. Aussi, leur portée juridique doit être renforcée afin que l’annualité budgétaire ne constitue plus un principe mais une modalité budgétaire au même titre que la pluriannualité. Corrélativement, le cadre temporel du contrôle parlementaire doit être redéfini. Le contrôle a priori au moyen de l’autorisation budgétaire préalable devrait être concentré en début de législature et s’accompagner d’un renforcement du contrôle a posteriori par la loi de règlement et du contrôle permanent des commissions chargées des finances des assemblées parlementaires.

It is estimated that literally billions of residents in urban and peri-urban areas of Africa, Asia, and Latin America are served by onsite sanitation systems (e.g. various types of latrines and septic tanks).
